Extending Telehealth to Native American Communities Post-Pandemic

The goal of this project was to raise awareness of preventive care among Native American communities through Arizona tribal libraries and chapters by providing access to connectivity and tools needed for telehealth appointments. Funds were used to buy medical supplies and tents to do health-related events in parking lots. Community members benefited because they did not have to drive long distances to see their doctors; they saved on time, gas, child-care, and even loss of pay/leave. Making healthcare available closer to home helps community members to visit their healthcare specialist for preventive care.
Pyramid Lake Tribal Language Program Library Enhancement

This project was to increase capacity building on the Reservation through the creation of satellite locations in Sutcliff and Wadsworth. The library provided needed access to digital/internet access for families in need of these services as well as providing cultural activities. Language learning and eBooks/Audio Books were purchased to give access to native American themed books. This helped prepare tribal communities for the upcoming internet access projects that the Pyramid Lake IT Department is working to complete to bring internet access directly to homes.

The goal of this project was to deliver library services in a new normal. Through virtual/hybrid services and improved computer and internet services, the Hopi Tribal Library helped bridge the digital divide by delivering uninterrupted library services, including virtual intergenerational library programs and electronic collection materials. The funds were used to employ a Library Technician, Library Aide, two Traditional Storytellers, and two videographers. In addition, eBooks, programming materials, and personal protective equipment were also purchased.

The State Library of Oregon uses LSTA funds to work with Tribal Nations in Oregon to support access to library, technology, and information services. This year funds supported activities of the State Library’s Tribal Liaison; conference scholarships for enrolled citizens of federally recognized Oregon Tribes; a new microform reader/scanner at a cultural institute to assist with Tribal research; and a Tribal newspapers and documents digitization and preservation project. Through these activities, Tribal Nations accessed State Library resources to help them achieve their goals related to library, technology, and information services.

The Oklahoma Department of Libraries (ODL) offered Targeted Grants to public libraries, literacy organizations, tribal libraries, museums and tribal cultural centers for the purpose of meeting ARPA Spending Priorities 1, 2 and 3. Specifically, this project is meant to assist with mitigating the effects of the COVID-19 pandemic and to prepare for future emergency situations. Eligible organizations were invited to apply for the grant. Requests were reviewed by ODL staff to ensure the proposed expenditures met the IMLS ARPA spending priorities. Awardees were able to purchase items that were of most importance to their organization and allowed them to protect the public and provide continued services during the ongoing COVID-19 pandemic.
Northwestern Band of the Shoshone Design

The Northwestern Band of the Shoshone (NWBS) tribe purchased a larger office space for Tribal operations which included a much larger space for their library. Not sure how to best utilize the new library space, NWBS hired a library designer through Third Way consulting. The designer was able to evaluate the space to create a layout that would work for the Tribe and help them move forward with space renovation quicker than had they not used the designer. Based on the information they were able to gather, they were able to create a design concept that meets the needs of the Tribe while integrating key aspects of Native American culture.
Nicolet Federated Library System Professional Learning Scholarships

Overview: Nicolet Federated Library System (Nicolet) used the grant fundsto provide scholarships to our member library directors and library staff toattend in-person professional development conferences and continuing educationopportunities. Purpose: The majority of our member libraries live in rural areas inNortheast Wisconsin. There are very few if any opportunities to attendin-person professional development events due to the high cost of travel andaccommodations. The scholarships expanded access and promoted equity inprofessional learning opportunities for our member library staff. Thescholarships were also available to offset staff time, which allowed librarydirectors to attend conferences without impacting library services. Outcome: Barriers to professional learning willbe reduced allowing our member library director and library staff to gain anincreased awareness of and connection to their library peers and learn aboutnew services to benefit their communities.

A capstone event was held to bring together tribal libraries from across Arizona to engage in meaningful library training and networking.

ARPA Easy funds supported ten months of janitorial services which kept the Koniag Cultural Library clean, sanitary, and safe for staff and researchers. The Molekule air filtration unit kept the circulating air in the Library purified. Staff used disinfecting wipes to keep library surfaces disinfected throughout the day. Disposable face masks were used by staff and handed out to visitors to help prevent the spread of COVID-19. Nitrile gloves were used by staff to clean spaces and keep exposure to potentially contaminated surfaces to a minimum. The supplemental Library funds purchased bookshelves, a Library chair Library acquisitions, and office supplies. This allowed the Library to continue serving the Kodiak community. This most closely corresponds to Objective 2.2.

Our ARPA EASY project had three goals: 1) improve the technology resources for patron use at our library, 2) build our collection based on patron requests, and 3) create the first every Story Walk in our community. We planned to purchase low-cost devices for the library for in-library use as well as circulation, fill patron requests based on an informal FB survey, and engage local students in the building a DIY story walk. Our intended audience was the entire community of Igiugig, which has a population of 65. Each part of this project could potentially benefit all residents, as well as visitors to our community.

Fort Lewis College (FLC), in Durango, CO, has a student population of 3,567. This is a minority serving, and Native American serving, non-tribal institution. 13% of students are Hispanic and 34% are Native American. Fort Lewis College is one of few institutions in higher education to offer free tuition to Native American students. As part of the College’s Students at the Center mission, and as a result of the need for online access to course materials during the pandemic, John F. Reed Library initiated a program to be able to provide all required course texts to all FLC students free of charge, either digitally or for short-term checkout when a digital version was not available. As was highlighted during the pandemic, access to course materials, especially online course materials, when in-person classes did not convene, became an imperative. This effort also addresses equity of access to learning materials among FLC students, an issue also exacerbated by the pandemic, and aims to provide all students with the learning resources they need to be a successful college student.
