Through the Library Consulting project, the Arkansas State Library (ASL) provides guidance and support for the development of public libraries and library services throughout the state of Arkansas. This project benefits the Arkansas public library community by increasing knowledge, confidence, and expertise in the areas of policy development and library management. Library Consulting services are designed to foster best practices in the library community and to develop community focused library services. As a result, library staff increase professional competency in both traditional library services and in new and emerging library services.

The Arkansas Digital Library Consortium (ADLC) was formed to facilitate the acquisition and use of digital content by pooling the buying power of Arkansas public libraries. In 2022, ADLC’s open consortium had 41 members with 140 individual library branches. ADLC’s collection in OverDrive was able to meet the continued demand for digital content. One of the goals of the consortium was to focus on purchasing best-selling titles that were often expensive for libraries to keep up with patron requests. Sharing these titles across library systems allowed the shared funds to address the most in-demand titles and the libraries to focus on titles for their unique communities.

This project provided public library-by-mail services to 2,194 Arkansans who are unable to use standard print material due to visual, physical, or reading disabilities. This project provides on demand audio cartridge creation, physical Braille books, Braille E-readers and the Braille and Audio Reading App available on iOS and Android devices.

This project provided a variety of information services to government agencies, small businesses, entrepreneurs, independent inventors, libraries, and the public. As the only U.S. Patent and Trademark Resource Center in Arkansas and working in cooperation with the U.S. Patent and Trademark Office, the Manager of Information Services and a Senior Reference Librarian regularly provided patent and trademark assistance to primarily small business owners and independent inventors. These librarians aid the public in navigating the online resources of the U.S. Patent and Trademark Resource Center and provide curated resource guides in response to inquiries from citizens. A Library Support Assistant and a Library Technician provided inter-library loan assistance to state employees with work-related requests. This project also provided services to some small, mostly rural public libraries in Arkansas. In 2022, this included handling OCLC requests on behalf of libraries around the state that did not have OCLC as well as seeking out-of-state resources to resolve requests for intrastate lending through the Mockingbird Statewide Catalog. The Manager of Information Services and a Senior Librarian provided reference services and federal and/or state information to legislative staff and citizens conducting research utilizing primary documents and the Arkansas State Documents collections. In addition to research services, Information Services staff provide referral assistance to Arkansas citizens seeking public library services.

Professional development is offered in a wide range of professional topics such as customer service, cataloging, Artificial Intelligence, communication, engaging stakeholders, and more.

Mockingbird provided a platform for Arkansas libraries to share their catalogs in one place for all Arkansas residents to discover resources. The overall vision is to expose multiple libraries’ catalogs and collections to library users in Arkansas and to make it possible for library users of all library types and from all geographic areas within the state to discover items and to request them through their home libraries. Mockingbird facilitated resource sharing among libraries with tools built into the platform. It also served as a bibliographic utility to libraries around the state as an efficiency aid for cataloging efforts, especially for small and rural libraries. The tool has emerged as a mechanism to aid in decision making regarding acquisitions and weeding throughout the network libraries.

Through the Summer Reading project and it's activities, the Arkansas State Library supports the vital efforts of public librarians and educators to prevent the backwards slide in literacy skills that can be documented during the summer months. The State Library provides materials, trainings, and tools such as but not limited to materials from the Collaborative Summer Library Program and the online programming platform READsquared to all public library branches in Arkansas.

The E-Rate and technology support project assisted Arkansas public libraries with the acquisition of robust broadband internet access to support patron and staff technology use.The Manager of E-Rate Services worked to encourage participation, provide training, and directly assist libraries in the Universal Service program for Schools and Libraries, commonly known as “E-Rate” and the Emergency Connectivity Fund (ECF) program. The project assisted libraries in applying for discounts on internet access and internal connections equipment to keep pace with current and emerging technologies (E-Rate) and to connect patrons from home or other locations outside of the library (ECF). All library applicants met deadlines and essential funding for broadband access and network equipment was committed to applicant libraries. Project also included collaboration with stakeholders to plan for Broadband Equity, Access, and Deployment (BEAD) and Digital Equity Act (DEA) funding.

The Information Technology Management and Support project provided information technology infrastructure and services which are critical in delivery of our services and information to our staff, patrons, state employees, public libraries and citizens who use the Arkansas State Library resources provided by LSTA. This project worked with every LSTA funded project that is housed at the Arkansas State Library. Without this support, these projects would not have the resources or methods to reach the citizens in an effective way or be able to navigate the ever-changing world of information technology.

This project supports and facilitates meaningful engagement with libraries in Arkansas with Arkansas State Library's services and resources through outreach events, meetings, and seminars. Through the creation of reports, presentations, and communications, the project staff highlights Arkansas State Library's services to key stakeholders and demonstrates the fulfillment of the library's establishing legislation. Project staff encourage engagement with LSTA-funded statewide projects of the Arkansas State Library and ensure engagement with those projects despite staffing changes at local libraries.

This project provided access to government information sources to the public, libraries and government entities via the library fulfilling its roles as the official State Documents Depository, State and Local Government Publications Clearinghouse, and the Regional Federal Depository Library for the state of Arkansas. State documents were acquired from over 200 Arkansas state government entities. Due to staff vacancies, processing tangible materials was delayed. Digital documents were cataloged and made publicly accessible online. The Clearinghouse program distributed Arkansas documents to a network of 13 state depository libraries and included access to bibliographic records for new materials available for copy cataloging. The promulgation process was completed for the document depository programs, and the final rule was adopted. Updated program guidelines to accompany the rule were also implemented. Staff began updating bibliographic records because of migrating to a new depository platform. Tangible shipments were received through the Federal Depository Library Program (FDLP) and processed. The Government Publishing Office (GPO) implemented ongoing changes to its national model and staff monitored the changes to assess their impact and overall continued participation in the FDLP on the library's operations and physical collection footprint. All documents acquired were fully cataloged and made visible in the online catalog. Free public access was provided onsite, through the catalog, and the library's website.

The Traveler project provided statewide access to a collection of subscription digital resources for all Arkansas residents. Access to all Traveler digital resources was accessible from the Arkansas State Library's website. All public, school, and academic libraries in the state could also register their IP addresses with the Arkansas State Library to enable institutional access, which allowed individual libraries the ability to seamlessly integrate Traveler's exceptional information resources with their own digital collections. Since the State Library used geolocation authentication, no additional login was required for remote access. The Traveler resources ensured that every person in the state had the same access to high quality research and learning materials. Educators used the resources when the pandemic forced them to restructure their lessons through remote instruction. Similarly, librarians expanded their program offerings to serve their communities near and far. The Arkansas State Library provided training and assistance for both technical and end users through webinars, workshops, and instructional materials.

Zoom meetings for Youth services staff were provided weekly during the reporting year. This weekly hour provides an opportunity to exchange information, ideas, strategies and for programmers throughout the state to lead their peers in professional development. These meetings have also become a vital platform for sharing information on upcoming programs and activities from all departments of the Arkansas State Library. Virtual and in person sessions for Educational Co-ops and state education conference sessions were offered to promote participation in the Arkansas Choice Book Awards where students read and vote to select the winners of the Arkansas Diamond Primary Award, The Charlie May Simon Award and the Arkansas Teen Book Award. This reporting period promotional materials for all three awards were developed by the Coordinator for Youth Services and placed in files for schools and public libraries in Arkansas to print as needed to promote the awards. These files will be accessible throughout the awards cycle. This reporting year also included the developmental stages of a new Puppet Share program that will allow public libraries to borrow performance ready puppet kits for a one month period. There are currently five (5) themes, with more anticipated during this current five (5) year plan. Kits will begin circulation in the next reporting period.

This year saw the return of in-person If All Arkansas Read the Same Book programming, which was the first time this has been possible since 2019. We selected Ayana Gray’s Beast of Prey series, highlighting an Arkansas author and complimenting the All Together Now summer reading theme. For Arkansas Gems, we chose a solar eclipse theme, as posters will be displayed in Arkansas libraries through the summer of 2024. Book clubs continue to be popular with Arkansas readers, and although there is a demand to add more, inflation has impacted shipping costs; especially to the most rural areas of the state. A local television program has collaborated with the Center this year for brief book club segments, reading over ten books in this format. Lastly, Library of Congress affiliate Centers worked together regionally on two Great Reads videos per region, allowing content for young readers and adults as well as a reflection on how Arkansas inspires both writers and readers.

The Collection Management division used funds to acquire, process, catalog, and deliver tangible and digital resources for the State Library’s General Non-Fiction, Reference, Library Science, Patent & Trademark, Periodical and State Employee Digital Resource collections, as well as for the depository Arkansas Collection. Visibility and access to the collections were provided via the library's online catalog, OCLC WorldCat, and the statewide ShareIt platform Mockingbird. Remote access to digital subscription collection was provided via the library's website. These activities were supported through the maintenance and administration of the library's ILS, authentication service, cataloging platforms and website. Cataloging staff began a joint project with the Digital Services unit to update bibliographic records as a result of migrating to a new digital repository platform. The Acquisitions unit suffered from multiple vacancies due to a statewide hiring freeze over the majority of the reporting period. Other units in the division were similarly impacted by staff vacancy, which prohibited the ability for those other units to cover gaps in the workload. While the purchase of new materials was prioritized, special projects and routine collection maintenance activities like weeding were suspended by necessity. Rising resource costs from inflation coupled with a stagnant budget necessitated some cuts to state employees' digital collections.
