Abstract: Statewide Assistance provides consulting, training, and resources to library staff and board members, with particular focus on public and tribal libraries. The project manager maintains a high-level understanding of the statewide library ecosystem and serves as an advisor and connector for a variety of multi-library system initiatives.

Activity Details
Title: Check Out Washington
Narrative: This program provides a backpack for families to check out with a special library ‘Discover Pass’ which allows free entrance into state parks and other state-owned land, a pair of binoculars, two pamphlet guides to Washington trees and birds, and a state map listing all the state park locations. This year the Washington State Parks Commission and Washington State Parks Foundation provided an additional 400 Discover Passes to promote park visits among groups which traditionally have not used the state parks.

Narrative: Site visits have long been an essential part of this project, allowing project staff to see the library spaces, understand challenges in communities, and connect with new directors and other key staff. The project manager visited public and tribal libraries throughout the state to gain insight into library staff workflows, facilities, and communities to inform support initiatives.

List any important outcomes or findings not previously reported:
The incoming project manager prioritized relationship-building with public and tribal library staff in order to assess the needs and priorities of those libraries. Public library staff and Trustees requested and received consultation on levy lid lift protocols, Board of Trustee training, library policy, annexation and de-annexation of library districts, risk management and recruitment requirements. Tribal library staff requested and received consultation on library automation, programming, cataloging, eBook and physical book vendor relations, and educational database access. Across all site visits, the project manager noted community economic health, political challenges, facility assessments, and staffing models.
Please briefly describe the importance of these outcomes and findings for future program planning:
A project like this hinges on the individual relationships that the manager makes with library staff, so a transition can be a difficult change. The new project manager has taken the opportunity to provide a fresh perspective on how the state library can support rural and tribal libraries, while building on the foundation that the previous project manager established. The new project manager built on already-established relationships with the public library directors in the state as well as established new relationships with public and tribal library staff, many of whom were also new to their positions.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
The needs of rural and tribal libraries are varied and can be beyond the state library's ability to address. Maintaining records of the libraries' relationships with their governing bodies, their stated needs, and community histories can help the project manager determine how to provide focused, relevant assistance.

The new project manager began in January 2024 and has built on established relationships, created new relationships, and has continued the current programs to maintain continuity. The new program manager will build on the foundation in place while working with rural and tribal libraries to identify new initiatives that would be beneficial in the coming year.
