Abstract: The Connecticut Library for Accessible Books (CTLAB) provided reading materials to Connecticut residents who are blind or print disabled. The National Library Service for the Blind and Print Disabled (NLS) provided access to the collection, equipment, operating procedures, and the network infrastructure. CTLAB acted as the state agency delivering services to Connecticut residents. At the close of FY2024, active readers totaled 5,432 individual readers and 288 institutions. Institutions that borrowed from CTLAB included 47 libraries, 35 schools (public and private), 19 hospitals, and 125 nursing or convalescent homes. CTLAB added 489 patrons and 291 patron accounts were deactivated.

Activity Details
Title: Circulation and Reader Advisory
Narrative: Reading materials are downloaded or mailed to patrons. CTLAB staff assist patrons primarily by telephone and email. This year CTLAB received 3,513 phone calls and 2,092 emails from patrons. Additionally, CTLAB served 21 walk-in patrons. During FY24, CTLAB sent 28,234 Talking Book cartridges containing 119,549 books and 1,910 magazines to patrons. 672 hardcopy braille books were sent to CTLAB patrons. CTLAB users downloaded 5,294 Braille titles and 27,674 Talking Book titles, for a total of 32, 968 downloads. During this funding year, Connecticut-produced Talking Books received 8,971 downloads from BARD. Total CTLAB circulation amounted to 164,232 items

Title: Library Outreach and Hub Libraries
Narrative: CTLAB staff conducted 27 outreach visits during FY24. These outreach visits reached approximately 650 individuals. Outreach included visits to public libraries, low vision support groups, Senior Living facilities, Professional conferences, and schools. During FY 24, CTLAB continued its partnership with the nine Connecticut public libraries that serve as hub libraries for CTLAB. Each hub library has a display featuring CTLAB equipment and promotional materials. Collectively, the hub libraries fielded 244 inquiries about CTLAB and provided 102 Talking Book player demonstrations during FY24.

Activity Details
Title: Tranforming Libraries and Museums Project
Narrative: During FY24, the CT State Library continued its pilot program entitled “Transforming Libraries and Museums.” In this pilot, the CT State Library and Perkins Access engaged with 13 CT museums and libraries. The objective was to improve access for patrons who are blind or visually impaired by teaching participants how to write effective descriptions of images and objects for museum/library tours and digital assets. During FY24, the CT State Library and Perkins Access offered a two-hour, virtual workshop, titled “Accessible Multimedia,” to staff members of the institutions that were part of the pilot program’s first cohort.

During the work conducted as part of Transforming Libraries and Museums Project pilot program during FY24, we found that participants remain eager to learn how to better serve individuals who are blind or visually impaired. The Accessible Multimedia workshop provided participants with valuable information about making videos and social media more accessible for people of all abilities.

The success of the two workshops developed during the pilot phase of this project during FY23 and FY24 resulted in planning to offer these workshops to a second cohort of Connecticut libraries and museums during FY25.

Partnering with an organization that specializes in Accessibility, like Perkins Access, was vital for the success of the Transforming Libraries and Museums pilot project. This partnership ensured that participants in the pilot workshop received training from an expert in the field.
