Abstract: The Idaho Commission for Libraries (ICfL) supports summer learning in libraries by offering resources from the Collaborative Summer Learning Program (CSLP), Summer STEM grants, and professional development opportunities that incorporate research-based best practices. During the reporting period, the ICfL received a donation from the Scottish Rite Foundation of Idaho to purchase books for libraries to distribute as part of their summer reading programs. The Youth Services Consultant spent about half of her time supporting summer learning in Idaho libraries by providing regular email consultations, developing and presenting six regional workshops on summer learning, administering the Summer STEM grant, and providing resources to summer learning programs in Idaho libraries.

Activity Details
Title: Scottish Rite Books
Narrative: The Scottish Rite Foundation of Idaho donated $15,500 to the ICfL for the purchase of books for libraries to distribute to children during summer reading programs. The books were targeted to early readers, approximately ages 4 – 8. Libraries were placed in a tier based on their previous summer reading participation numbers, and libraries in each tier received roughly the same number of books. The ICfL supplemented the book inventory with additional titles that were left over from other programs or had been provided at no cost from publishers. Libraries that did not submit a summer reading report in 2023 were not eligible to receive books. Many libraries, particularly smaller libraries with limited budgets, were grateful to receive the books as they otherwise would not have had any books to give to children as part of their summer reading program.

Title: Summer STEM
Narrative: The ICfL awarded 71 libraries Summer STEM grants of $500 each to help pay for materials or presenters to support STEM programming and outreach efforts during the summer. The ICfL also provides a toolkit for learning activities and other resources. The Summer STEM from Your Library program has three primary goals: increase access to fun, engaging, hands-on STEM activities for underserved youth beyond the normal library programming efforts; increase children’s access to books over the summer months; increase the number of children who minimize learning loss during the summer. While public, school, academic, and tribal/special libraries are eligible for this grant, only public and school libraries applied for and received funding for summer 2024. Funding is awarded on a first-come, first-served basis to eligible libraries. Most of the grantees used their funds to support STEM learning presentations and engagement.

In February 2024, 141 library staff from 96 libraries attended a Summer Learning workshop. Summer Learning programs in public libraries in Idaho saw significant growth, with 107,197 participants in 2024, a 30% increase from 2023. A total of 71 libraries received Summer STEM grants, including 15 first-time recipients, boosting STEM program offerings statewide. The 2024 CSLP theme, "Adventure Begins At Your Library," inspired many libraries to incorporate outdoor programming, further enhancing summer learning experiences. Additionally, libraries leveraged the Youth Explorer Pass Program, providing free access to Idaho state parks, expanding opportunities for families to engage with nature and learning outside the library. Thanks to a generous donation from the Scottish Rite Foundation of Idaho, the ICfL was able to purchase 5,831 books for libraries to distribute as part of their summer reading programs.

The incredible growth of summer learning programs over the past year indicates that libraries may need additional support to meet the needs of their communities. The Scottish Rite Foundation has also recognized this need and increased their donation for Summer 2025, which will allow us to purchase more books for Idaho youth. While overall participation was down in Summer STEM grant-funded programs, the ICfL was able to expand the capacity of 15 libraries – 20% of the grantees – to provide STEM programs during the summer. Additionally, the Summer Learning Workshops have been paid for using ARP ESSER funding for the past two years. These workshops have become very popular and ICfL staff now have a functional model to reproduce them every year for under $6,000. Future workshops will be funded using IMLS funds efficiently because the ICfL was able to find an effective format using ESSER funds during the reporting period.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
The Summer Learning Workshops have been a successful way to reach smaller libraries and connect them with resources. Many of the libraries that received a Summer STEM grant for the first time, heard about the program at a Summer Learning Workshop. These events are cost-effective ways to connect libraries to needed resources and for ICfL staff to hear about library needs first-hand. The ICfL is also looking for ways to measure impact for summer reading and the Summer STEM grant that help libraries tell success stories and that are not completely reliant on attendance numbers.
