Abstract: The State Library of Oregon uses LSTA funds to work with Tribal Nations in Oregon to support access to library, technology, and information services. This year funds supported activities of the State Library’s Tribal Liaison; conference scholarships for enrolled citizens of federally recognized Oregon Tribes; a new microform reader/scanner at a cultural institute to assist with Tribal research; and a Tribal newspapers and documents digitization and preservation project. Through these activities, Tribal Nations accessed State Library resources to help them achieve their goals related to library, technology, and information services.

Activity Details
Title: Tribal Liaison
Narrative: Upon earning a Portland State University (PSU) Certificate in Tribal Relations, Program Manager for Library Support Buzzy Nielsen assumed the role of Tribal Liaison for the State Library. Nielsen did outreach to Tribal Nations and participated in meetings such as the Legislative Commission on Indian Service’s (LCIS) Cultural Resources Cluster and Governor Kotek’s Tribal-State Government-to-Government Summit. Nielsen also began efforts to recruit a Tribal representative for the LSTA Advisory Council (a new dedicated position).

Title: Microform Reader for Research (subgrant)
Narrative: The Tamástslikt Cultural Institute of the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) had an old microform reader that lacked the ability to print or save articles. Many records, particularly federal ones, are accessible only on microform. CTUIR bought a new microform reader/scanner and a computer to operate it. This new technology will greatly improve the ability to perform Tribal research and access records.

Title: Tribal Newspapers and Documents Digitization and Preservation (project and subgrant)
Narrative: In partnership with Tribal Nations and University of Oregon Libraries (UO), the State Library began digitizing Tribal newspapers and public-facing historical documents from Chemawa Indian School in Salem. Items will be made available in Historic Oregon Newspapers (HON), UO’s digital platform of past and present Oregon news, as well as Northwest Digital Heritage, an aggregator of digitized heritage materials.

The State Library of Oregon is honored to work with the nine federally recognized Tribal Nations in Oregon and affirms their sovereignty. Tribal Newspapers Digitization and Preservation (project and subgrant): This project seeks to broaden the reach of current and historical Tribal voices by adding newspapers published by the Nine Tribes to Historic Oregon Newspapers (HON), UO’s digital platform of past and present Oregon news. Settler perspectives generally dominate online newspaper archives like HON. Adding Tribal newspapers provides important context and correction to those settler narratives. And by making publications such as yearbooks and newsletters from Chemawa Indian School available online, former students and their descendants can reclaim those parts of their and their ancestors’ histories.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
Building relationships is crucial to ensuring Tribes, the State Library, and other partners work together toward common goals, as directed by the Tribes. That relationship building takes time, patience, intention, and a willingness to understand the unique needs, practices, and communities of individual Tribes. Such intentionality and flexibility are particularly important when engaging in sensitive endeavors, such as digitizing Indian boarding school records.
