Title: Check Out Washington
Narrative: This program provides a backpack for families to check out with a special library ‘Discover Pass’ which allows free entrance into state parks and other state-owned land, a pair of binoculars, two pamphlet guides to Washington trees and birds, and a state map listing all the state park locations. This year the Washington State Parks Commission and Washington State Parks Foundation provided an additional 400 Discover Passes to promote park visits among groups which traditionally have not used the state parks.

Title: Site visits
Narrative: Site visits have long been an essential part of this project, allowing project staff to see the library spaces, understand challenges in communities, and connect with new directors and other key staff. The project manager visited La Conner Swinomish, Orcas Island, Lopez Island, Roslyn, Kelso, Grandview, Nespelem tribal library, Harrington, Pend Oreille, Cle Elem, Ellensburg, Cathlamet, and Kalama libraries during this reporting period.

The outgoing project manager prioritized visiting all the rural libraries under her purview at least every three years or whenever there was a change in leadership. She particularly enjoyed overseeing large weeding projects at solo practitioner libraries and was vigilant about assessing their collections for currency and growth potential. On these visits, she made notes about the libraries' locations, economic health of the towns, and existing challenges.
Please briefly describe the importance of these outcomes and findings for future program planning:
A project like this hinges on the individual relationships that the manager makes with rural library staff, so a transition can be a difficult change. The new project manager has the opportunity to provide a fresh perspective on how the state library can support rural and tribal libraries, while building on the foundation that the previous project manager established.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
The needs of rural and tribal libraries are varied and can be beyond the state library's ability to address. Maintaining records of the libraries' relationships with their governing bodies, their stated needs, and community histories can help the project manager determine how to provide focused, relevant assistance.

The longtime project manager retired in May 2023 and a new person will begin in January 2024. As is typical after a transition, the new project manager will bring new approaches and focus on new initiatives.
