Abstract: The Texas State Library and Archives Commission (TSLAC) provided 561 Texas libraries with interlibrary loan services in state fiscal year 2023. The purpose of the statewide interlibrary loan project is to facilitate statewide resource sharing between Texas public libraries in order to provide Texans access to resources that may not be available to them locally. The interlibrary loan project provided WorldCat subscription for TexShare libraries, including academics, and access to OCLC's Navigator ILL system for Texas public libraries. It supported the growth and maintenance of a statewide union catalog for resource discovery and delivery for 561 public, academic, and special libraries resulting in 398,429 ILL transactions; funded an annual lending reimbursement program to help offset out of pocket costs related to participation for 272 libraries totaling $758,439.60; and subsidized 202 libraries that subscribe to the statewide courier program helping to circulate 200,903 items.

Activity Details
Title: Navigator and Texas Group Catalog
Narrative: State-supported access and subscription to OCLC's Navigator interlibrary loan system allowed participating Texas public libraries(Texas Navigator Group) to monitor and process 281,387 interlibrary loan requests at the local level. Additionally, libraries submitted their holdings and kept them up to date in WorldCat and the Texas Group Catalog at no additional cost to them through this program. The Texas Group Catalog is a union catalog and public resource discovery tool that increases the visibility and availability of Texas Navigator Group library holdings for Texas library staff and patrons. The Texas Group Catalog connects directly to the Navigator system which allows patrons to search for and request items directly from the catalog.

Title: ILL Lending Reimbursement Program
Narrative: The Interlibrary Loan Lending Reimbursement Program supports libraries with reimbursements for out-of-pocket costs associated with participating in statewide resource sharing. These costs may include shipping, mailing supplies, and staff time. In an effort to support and encourage statewide resource sharing participation, all Texas public libraries that lend materials through Navigator, as well as a group of large academic libraries, are eligible to apply for a reimbursement based on the number of lends made to other Texas Navigator libraries. Two hundred seventy-two (272) libraries participated in the program for a total of 109,128 lends.

Title: TExpress Courier Subsid
Narrative: The interlibrary loan project provided subscription subsidies to 202 Texas libraries who subscribe to the TExpress Courier system in an effort to support efficient delivery of interlibrary loan items between Texas libraries. State supported courier subsidies encourage libraries to use the statewide courier, a service that promotes resource sharing by lowering the turnaround time of shared resources between participants, cutting down on shipping costs for libraries, and streamlining library staff work flow. Libraries subscribed to 2-day, 3-day, or 5-day a week courier service with no limit on the items sent or received. Libraries circulated 200,903 items in state fiscal year 2023.

Texas public libraries view resource sharing through ILL as a core service and the number ILL transactions continue to rise after COVID affected all library service in the past years.

Keeping in mind that every community comes with varied resources, that they are able to apply to a statewide resource sharing program is essential. Open, supportive, and direct communication with library staff goes a long way in supporting the success of the group. Emphasize the existence of national and statewide ILL policies and assist with creation of local ILL policies for the program to work as effectively as possible for library staff and patrons.
