Abstract: LA County Library created a series of programs designed to support the personal growth of and development of services for Transition Aged Youth (TAY) and Non-Minor Dependents (NMD) across Los Angeles County who have been foster youth and are at risk for adverse outcomes. Programs were held in-person and virtually between November 2022 and May 2023. The library created informational handouts, bookmarks, radio, print, and social media advertising, and an Emerging Adults page for the library website, and encouraged Transition Aged Youth and Non-Minor Dependents to use library resources and attend programs on Life Skills for Emerging Adults.

Activity Details
Title: Life Skills Programs for Emerging Adults Instruction Activity
Narrative: LA County Library offered a series of in-person and virtual programs for Transition Aged Youth and Non-Minor Dependents called, Life Skills for Emerging Adults. This series of programs was designed for young adults ages 18 to 25 who were transitioning out of foster care. Programs were held monthly from November 2022 to May 2023 at 5 library locations: Lancaster Library, San Fernando Library, East Los Angeles Library, South Whittier Library, and Compton Library, and virtually across all 85 LA County Library locations and on the LA County Library YouTube channel. Program topics included: Workplace readiness, budgeting and finance, caring for your clothes, etiquette, emergency preparedness, navigating college, time management, substance abuse awareness and support, mental health awareness and support, nutrition, healthy relationships, and moving out on your own. Program titles included: How to Get Your First Job, How to Succeed in Your First Job, How to Navigate the First-Generation College Experience, Moving Out on Your Own, and Nutrition on Budget.

Responses to the program survey indicated that 57 percent of respondents were first time library program attendees. A significant majority of respondents viewed program participation as informative and applicable to their situation. 92 percent of respondents said they learned something by participating, felt more confident about what they learned, planned to apply their learning, reported a greater awareness of library resources and services after attending, and would recommend the program to others. 86 percent of respondents were more likely to use other resources and services after participating in programs.
Please briefly describe the importance of these outcomes and findings for future program planning:
These outcomes indicate the content of the programs was designed correctly for the library's target audience and that future programs focused on life skills, workforce preparedness, and wellbeing would likely be well-received and beneficial to Transition Aged Youth and Non-Minor Dependents. Since the impact of the programs on attendees was the same for in-person and virtual programs, and participation was higher when programs were offered virtually, virtual programming will be important for targeting this population moving forward.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
The library learned how Transition Aged Youth and Non-Minor Dependents prefer to attend and participate in library programs. In-person program participation struggled in the first few months and grew minimally towards the end of the grant period, even when program advertising and promotion increased significantly. Virtual program attendance was much higher than in-person attendance and had similar reported outcomes.
