Abstract: The primary purpose of the institutional libraries that Washington State Library maintains is to serve the inmate and patient populations with delivery of professional library and information services to support their needs. Each branch provides materials for re-entry, recovery, education, and recreation, as well as a pro-social space where inmates can access resources needed to make positive changes. The prison branches support Washington State Department of Corrections programs and help prepare inmates to return to local communities. Services are also used by institution staff to provide treatment and programs for inmates. The Washington State Department of Social and Health Services oversees the state hospitals and is our partner for library services in these institutions. Title: Programming and Training
Narrative: This project provides support for all of the Institutional Library Services branches by developing and coordinating programming and training. This position also oversees the staff at prisons and the two state hospitals. Programs provide leadership on re-entry information and social programs available in different communities.

Title: Manage/Operate Library
Narrative: We manage day-to-day operations and ongoing library services to assess, evaluate, and maintain collections. We select all formats of library materials, process interlibrary loans, and automated circulation systems. We establish guidelines and help monitor appropriate behavior by patrons. We compile periodic statistical and narrative reports. We conduct library orientations and outreach to patrons and stakeholders, including wish lists for book donations.

A major achievement during this reporting period was the opening of the institutional library at Echo Glen Children's Center. This library represents a new partnership with the state Department of Children, Youth, and Families, which operates the juvenile detention center. The librarian at Echo Glen added many new titles to the collection, weeded outdated materials, rejuvenated the library space, and navigates complex relationships with the other stakeholders at the center.

Juvenile detention centers are a new focus for this program but there is a lot of interest and support for expansion.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
Washington State Library staff and Washington State Department of Corrections staff share the same goal of successful re-entry and reduced recidivism. This cooperation is vital to the success of the Institutional Library Services program.
