Title: Learn Earn Subgrants Content - Acquisition
Narrative: This activity report includes information about the grant-funded acquisition activities of our subgrantees as reported to us in their final project reports. These activities were not conducted directly by the ICfL or its staff.
Acquiring content for the library was a major activity under this project, and 31 of our 51 subgrantees used grant funds to purchase content for their library. Of these subgrantees: seven were public schools who purchased content for their school library; one was the Idaho School for the Deaf and Blind who acquired materials specifically for their student population (including graphic novels, brail readers, and specialty hardware); 18 were public libraries whose acquired materials aimed at the general public; two public libraries acquired materials specifically aimed for job seekers; one public library acquired materials designed for the elderly and visually impaired; one tribal library acquired materials specifically for their new tribal bookmobile; and one academic library at a university acquired laptops to lend to students
Subgrantees acquired a wide variety of materials including eBooks, print materials, audio-visual units, software, and hardware. Most (but not all) of the eBooks were purchased by school libraries with the specific purpose of expanding access to reading materials outside of the school setting. Several school libraries reported considerable interest in and use of their new or enhanced eBook collection by students. Schools and public libraries also purchased print materials, which fell into two main categories: (1) replacing (or upgrading) materials that were lost during the pandemic from patrons who failed to return items and (2) overall enhancement and expansion of the library’s collection, generally as a way to account for cost savings and fully expend funds at the end of the grant period.
With regard to the numbers for hardware, these items consisted of tablets and laptops. A mixture of public, school, and academic libraries acquired hardware intended for circulation. The hardware numbers included in this report are those hardware/technology items (as hardware is defined by IMLS in the SPR guidance) that were specifically intended for circulation as part of the library’s collection. These are hardware items intended to be checked out by individual patrons and to leave the library. Hardware items that were purchased with the intent of being used only by staff for programming or administration, or those hardware items intended for public use but that could only be utilized on site (i.e. computer labs, checkout stations, etc.) are included in the Procurement Activity report.

Title: Learn Earn Subgrants Content - Lending
Narrative: This activity report includes information about the grant-funded lending activities of our subgrantees as reported to us in their final project reports. These activities were not conducted directly by the ICfL or its staff. Eleven of the 51 grant-funded libraries indicated “lending” as one of the activities they undertook during the reporting period, as compared to 30 who indicated “acquisition” as a major activity. Of these, nine were public libraries, one was a school library, and one was a special library (Idaho School for the Deaf and Blind). Items included in the circulation numbers include wireless hotspots, Chromebooks/laptops, learning kits, paper books, eBooks, and assistive technology.
Although acquiring content for libraries was a major activity under this project, lending/circulation of those materials was significantly less pronounced. The primary reason being that the bulk of circulating materials were acquired at the end of the grant period and therefor did not have a chance to circulate during the reporting timeframe. Another major factor regarding the availability of lending/circulation data is that many small public and school libraries lack the staff capacity and/or robust systems that allow them to identify and track the circulation of a specific subset of materials (i.e. those purchased with a specific grant) within their lending systems. As such, many libraries were not able to report specifically on the circulation of items purchased with this. For these reasons, the data provided with this activity report is minimally reliable as a means of determining how well grant-funded materials circulated. Anecdotal feedback from libraries suggests that hotspots and circulating hardware (laptops, tablets) were very popular, and many libraries needed to implement a wait list for these items. Additionally, school libraries provided anecdotal feedback on the popularity of their new or expanded eBook collections.

Title: Learn Earn Subgrants Instruction - Consultations
Narrative: This activity report includes information about the grant-funded instructional consultations offered by our subgrantees as reported to us in their final project reports. These activities were not conducted directly by the ICfL or its staff. Instructional consultation was a relatively small component of the overall project, as only two of our 51 subgrantees had a consultation component as part of their grant-funded projects.
The consultation activities varied in scope and subject matter. The Garden City Public Library used grant funds to hire a social worker, who was available to consult with anyone using the library. Unfortunately, this service did not have the level of use the library had hoped for, and was discontinued after the first three months. The library suspects that the lack of use was due in large part to the fact that the COVID-19 pandemic was still quite active during that period and people in the community were still largely avoiding in-person services. In total, the social worker averaged about eight consultations per month over the course of four months.
The Hagerman School Library hired a consultant to train their new school librarian. There were a total of two consultations that focused on basics and best practices of managing a library, collection development, and working with young patrons.

Narrative: This activity report includes information about the grant-funded acquisition activities of our subgrantees as reported to us in their final project reports. These activities were not conducted directly by the ICfL or its staff.
Procurement was a major activity under this project, and 44 of our 51 subgrantees used grant funds to procure bookmobiles, equipment, in-house hardware, systems and technology, materials and supplies, and (where appropriate and approved by the ICfL) furniture. Of these subgrantees: 37 were public libraries, five were school libraries, one was an academic library.
Equipment – 15 libraries procured equipment (per unit cost of $5,000 and useful life of more than a year). A total of 19 equipment items were procured. Of these, seven were bookmobiles/outreach vehicles, two were RFID gates, two were 24-hr holds lockers, two were laptop checkout kiosks, two were self-checkout stations, and there were one each of the following: UV sterilizer unit, color printer/copier, mobile bike library, and modular glass wall system.
All seven libraries who procured bookmobiles/outreach vehicles faced significant delays due to supply chain issues and setbacks with retrofitting services (these vendors were so in demand most libraries had to wait nearly a year to get scheduled). However, every library expressed that the bookmobiles/outreach vehicles were well worth the wait. All of the bookmobiles/outreach vehicles funded with this project were also equipped with mobile Wi-Fi units and specifically designed to bring internet access into hard-to-reach parts of their service areas. In particular, two of the grantees (Priest River Library District and the Shoshone Bannock Tribe) serve very large and exceedingly rural/frontier districts. The addition of bookmobiles to these grantees in particular will provide much needed services to some of Idaho’s hardest to reach and most underserved communities.
Furniture (included under materials and supplies) – A few items of furniture were purchased by libraries, but did require ICfL approval to ensure they met the purpose of the grant and were necessary and reasonable to meet the grant objectives of digital inclusion. The bulk of furniture purchased was for use outdoors, as several libraries used grant funds to create outdoor Wi-Fi areas that patrons could use to access the library’s internet 24/7/365. There were also a handful of indoor furniture items purchased in order to accommodate new or expanded computer labs and digital inclusion activities. Furniture that was intended to replace or upgrade existing items was not approved.
Hardware – 34 grantees used their grant funds to procure 263 hardware and technology items for in-house use, including upgraded staff and administrative computers, new or upgraded programming computers, and new or upgraded patron computers for on-site use. This effort also included the procurement of upgraded and expanded Wi-Fi systems. This was a major component of the ARPA Learn/Earn subgrantee project and ensured much better digital access and inclusion for library staff as well as for patrons using the library.
Software – The software items procured through this project and included in this activity report are primarily software systems necessary to operate new systems and equipment, including the 24 hour holds lockers, laptop kiosks, and printers. Additionally, some libraries purchased upgraded software systems for their staff and on-site patron computers to ensure forward compatibility (such as new MS Office suites).
Materials & Supplies (non furniture) – Many libraries procured a variety of materials and supplies for this project. As this category is very broad, it includes but is in no way limited to items such as: PPE, printer ink, TV wall mounts, power-strips, USB fobs, barcode scanners, book covers and covering machines, and program outreach materials like wagons and signs.
