Abstract: The Idaho Commission for Libraries' (ICfL's) teens project focuses on helping libraries build their capacity to serve teens, encouraging them to become independent readers, lifelong learners, and community leaders. The Idaho Teen Reading Challenge is a program helping libraries engage with teens to broaden their reading horizons and try out different genres or categories. The Teen Connection Kits are designed to help teens build social connections and learn new skills. During the reporting period, the ICfL contracted with an Idaho librarian to create a toolkit to help libraries start teen advisory boards, giving teens leadership experience and demonstrating the importance of youth voices in library programming. All of these activities help the ICfL achieve its vision for teen services in Idaho libraries. The direction of the ICfL’s support for teen services is guided by its Statewide Teen Services Advisory Board (STAB), which is composed of six public and school librarians from around the state who make recommendations about the implementation of different teens activities.

Activity Details
Title: Teen Connection Kits
Narrative:

During the COVID-19 pandemic, teens experienced unprecedented levels of social isolation. They also missed out on the opportunity to build important life skills. Teen Connection Kits are tools for libraries to help teens reestablish social connections and create learning experiences to help them build practical skills and resiliency. There are two ways libraries can use the kits: circulate them or use them for library programs. Each library could request up to two kits, and each kit is the library’s to keep. The Idaho Commission for Libraries (ICfL) sent a survey to participating libraries six months after the kits were distributed to gather feedback on how they used the kits.

During the reporting period, the ICfL created six different kits: birdwatching; bookmaking; cooking; Dungeons &Dragons; make, mend, repair; and ukulele. Each kit included tools and books to support its theme. The ICfL created 25 kits for each theme – 150 kits total. These were distributed to 75 public and school libraries. The Ukulele Kit and Dungeons & Dragons Kit “sold out” first, and the Cooking Kit received the least number of requests. Each kit cost approximately $100 to assemble, including a container to hold the contents. Overall, the kits were well-received, and most libraries rated them highly. Nearly 93% of libraries reported the kits met their library’s needs and over 88% indicated the kits helped improve library services to the public. One library noted, “Our library staff and patrons enjoyed the kits. They helped the library launch new programs and recruit new volunteers to assist with the programs, for example we found a young adult to be the Dungeon Master for our D&D program.” Another said, “As soon as these kits hit the floor, they have been checked on regularly throughout our library consortium.”

The kits did take up a lot of staff time and resources. There were some delays due to supply chain issues and staff being out sick. In total, over 45 individual items were purchased for the kits, in sets of 25. Additionally, containers for the kits and boxes to ship them in had to be purchased. Due to the amount of work that went into assembling each kit, the ICfL recommends focusing on one or two kits at a time and making more of them, if possible. Libraries were asked to submit ideas for future kits, and these will be used for any kit projects in the future.

Activity Details
Title: Idaho Teen Reading Challenge
Narrative:

The Idaho Teen Reading Challenge is a statewide reading program for teens ages 12 to 19. During the months of October to April, teens are challenged to read eight different books in eight different categories. During the 2021-2022 school year, the categories were: graphic novel, a book recommended by a friend, an #OwnVoices book, a free choice, a book that keeps you up a night, a classic, a memoir or biography, and a re-read. Materials for this program were purchased during the previous reporting period, but the program wasn’t implemented or assessed until the current reporting period. Similarly, materials for the 2022-2023 school year were purchased during the current reporting period and will be assessed during next year’s report. For the 2022-2023 Teen Reading Challenge, teens can select eight books from any of these categories: award nominee, book to movie, book with a red cover, free choice, Idaho Battle of the Books title, not a novel, published in the last five years, recommended by a mentor, or saw it on BookTok. Libraries that register to be part of the challenge receive a tracking sheet for the teens, a bookmark, and a printed journal to hand out to teens. Libraries keep track of teens who have finished the challenge and will report that number, along with additional feedback, in May.

The goal of the challenge is to provide an easy-to-implement and flexible program that libraries can use to engage teens and encourage them to try new books and discover new genres. This is the second year of the Teen Reading Challenge, and the Idaho Commission for Libraries (ICfL) has made slight adjustments to the program based on feedback form last year. For example, last year teens scanned a QR code to record their completion of the challenge, and the ICfL collected that data and then reported it back to libraries. Many libraries reported that they did not know who was participating in the challenge and felt disconnected from this part of the program. As a result, the program was adjusted to allow the libraries to collect data on who finished the challenge and report back to the ICfL at the end of the year. It is important to note that funds were spent during the reporting period to print materials, but that the actual program does not launch until October 1, 2022, during the next reporting period.

So far, the ICfL has had a great response from both public and school libraries. Both last year and this year, 88libraries registered to participate in the program. During the reporting period, 62 libraries had at least one teen complete the challenge, including 33 school libraries and 29 public libraries. Three hundred and fifty-seven teens reported that they finished the challenge.

In general, this is a very successful activity. It is relatively low-cost and has a high impact in many communities.

This project helped both public and school libraries reach more teens and engage with them on a different level. The Idaho Teen Reading Challenge was used by 88 libraries, and 357 Idaho teens completed the challenge. The Teen Connection Kits helped 75 libraries expand their capacity to offer programs that help teens build social skills and practical knowledge. While the Teen Advisory Board toolkit has not been published yet, libraries have asked for this type of resource consistently for the past two years.
Please briefly describe the importance of these outcomes and findings for future program planning:
While a good balance of both public and school libraries participated in the Idaho Teen Reading Challenge, more of the teens that reported they completed the challenge came from school libraries, about 60% of “finishers” were from school libraries, and half of those came from two middle schools. The librarians at those schools did a great job using the Reading Challenge to connect with students and encourage more reading. Eighty percent of the schools that registered for the challenge had at least one student complete it. In contrast, public libraries struggled to use this tool to connect with teens. Even so, 61% of public libraries that registered still recorded at least one “finisher.” The ICfL has already launched a second year of the Teen Reading Challenge, with changes to the reporting structure based on feedback from libraries.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
The ICfL has done more to support teen services during the reporting period than it has in several years. All of the activities have been well-received by the Idaho library community. For example, when the ICfL offered teen kits, nearly all of them were claimed within 36 hours of the initial email that was sent out on a statewide listserv. Idaho libraries seem hungry for any type of support for teen services. They also appreciate having tools that can be customized to fit the needs of their communities.

The ICfL anticipates an increase in staff time to support this project and an increase in the cost of providing teen services support. Additionally, for the first time ever, the ICfL will host a two-day training on teen services in March 2023.
