Abstract: From sub-recipient: The ARPA Formula Grant funds allowed the Geneva Public Library to make two large purchases. The funds were used to purchase 100 percent of the cost of a modular, locking storage cabinet for electronics and circulating media with a large, easy to clean countertop surface. This project total was $3,712.00. The funds were also used toward the purchase of movable, stacking, and easy clean chairs and moving dollies for use throughout the meeting rooms, library, and patio areas. This project total was $14,395.39, of which 4 percent ($612.00) was paid with the ARPA Formula Grant funds and the remaining 96 percent ($13,783.39) was paid by the Geneva Public Library Foundation. The COVID-19 pandemic required the library to sanitize and clean surfaces and materials constantly. This continuous and extensive cleaning was damaging to the original circulation desk surface. The purchase of the modular cabinet with a Mica countertop to be used in the place of the circulation desk, allowed for repetitive sanitizing without causing surface damage. The pandemic also increased the circulation of DVD media as many in our community cannot afford streaming services at home and rely heavily on materials available for circulation at the library entertainment. The increased number of movies necessitated more locking storage for discs, and a modular cabinet system provided a larger area space for staff to work in while maintaining safer distances. The COVID-19 pandemic required the City of Geneva, area businesses, and community organizations to need large, well ventilated areas to meet. The chairs previously available in the library were upholstered and did not allow for sanitizing between meetings. Also, constant shifting to allow for social distancing and an increase in the use of these dated chairs damaged a number of them, which necessitated replacement.

From sub-recipient: The expected results of the new cabinet were increased storage, increased space for staff to work, and non-damaging surface cleaning. All of these expectations have been realized with unexpected but positive additional results. By spreading out the electronics and media in the new modular cabinets, the weight of the contents has become better equalized throughout all the cabinets offering better access, and the countertop also allowed for additional work surfaces at a comfortable height for staff to relocate to and work at as needed. The expected results of the new chairs were increased cleaning abilities and more flexible seating arrangements for social distancing. These expectations were immediately realized and have kept the meeting room use in demand.

From sub-recipient: These project purchases were carefully considered for long term benefits and gains for both the library and the community as a whole. The cabinets have allowed the library to prepare for increasing or changing collections while still maintaining a high level of security and cleanliness. The chairs and moving dollies also allow for any future changes in facility use and provide opportunities to accommodate different types of audiences and needs. The chairs were also selected with weight capacity in mind, ergo the 400 pound rating and 15 gauge steel construction.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
From sub-recipient: The cabinets were purchased from a manufacturer in Canada. While the manufacturer accepted US Dollars for currency, the library and City staff learned international postage was required to mail the check, and of course, they have different tax exemption and W-9 rules. Staff interviews and participant observation were the primary evaluation methods after the purchase of the cabinets. Reviewing the consistency in which staff utilized the countertop, the positive feedback on the distance and spacing of materials, and the ease of cleaning was easily noticed and documented. The number of meeting room reservations was evaluated from administrative data, and feedback from participants have provided evaluation data on the positive results of the chair and dollies purchase. Meeting room use has increased since the library reopened to the public, when compared to use statistics pre-pandemic closing, and this increased use has maintained its higher number since. Community members, as well as organizations from outside the area, have learned about the library’s accommodations with flexible seating options which adds to the increased use of the facility.
