Abstract: ARPA funds supported the Lone Cone Library District in rural Southwest Colorado in Norwood. It has one branch serving a 702 square mile area with a population of 2,200 individuals. The area was hit hard by the COVID-19 pandemic. Traditionally an agricultural area but has begun to shift as more people move in. This region faces a 9% poverty level, 30% of households eligible for free/reduced lunches and 8.3% speak languages other than English. There’s inconsistent to non-existent phone and internet service in the region.

The library used ARPA funds for part of its Meraki equipment needs for Wi-Fi availability to patrons since access became that much more sought after during the pandemic. 
Staff also purchased a variety of print books, DVDs, and CDs that met the current needs of patrons.

The benefit that the library’s patrons experienced because of this funding is the ability to provide fast and consistent wi-fi while on the library premises both inside and out. Many in the community rely on this as their primary, or only, access to the internet. The library has patrons that used the wi-fi access for work when their offices were closed due to the pandemic. This was also true for children needing the internet for school. The wi-fi connection also allowed access in our parking lot for the patrons who were not comfortable entering the building during the pandemic. The resources added to the collection were a mix of DVDs, books and CDs. The books included a variety of children’s literacy books, a librarian resource about working with homeless individuals, and local area gardening books. These were important at the time as people were spending more time at home and were interested in starting new projects. Staff purchased the resource for librarians as they are anticipating the recession will create the potential to see an increased number of homeless individuals using the library resources.

These benefits for the community have led to an increased use of the library specifically for the wi-fi service. The shift to people working remotely has continued even past the pandemic. Staff anticipates the library will continue to see more people working remotely using the library's wi-fi services, computers, and rooms for their connection. Staff also anticipates an increase in youth connecting for educational purposes and activities.
