Abstract: With the CARES funds given by IMLS, the Utah State Library Division wanted to reach areas of our state with the largest digital divides, including our Tribal lands. We met with Tribal leaders and worked with the Division of Indian Affairs to assess needs. The Confederated Tribes of the Goshute (CTGR), based in Ibapah, Utah, determined their area would be a good candidate for Licensed Educational Broadband Service (EBS) spectrum, also known as TV whitespace, to enable in home internet for the first time on Tribal lands. In the first phase, the nonprofit MuralNet assisted CTGR in filing an FCC application to own EBS spectrum during the 2020 Tribal Priority Window. In the second phase, the State Library distributed $5,000 to CTGR to pay for a network engineer to assess site conditions and offer recommendations for network buildout. This grant created the building blocks for the in-home service and we are hopeful with future grant rounds to finish the project by installing an antennae for service at the Tribal library and education center.

Title: Engineering Survey for EBRS Technology Needs
Narrative: Using CARES funds, a professional systems engineer traveled to Ibapah to determine what types of equipment and the system that would be needed to make the EBS technology work best.

Title: FCC application to own EBS spectrum
Narrative: The nonprofit MuralNet assisted the Confederated Tribes of the Goshute to apply to own the EBS spectrum from the FCC above their lands in the 2020 Tribal Priority Window. This allows the tribe to now use technology to broadcast their network to their residents without any FCC interference.

This grant provided the foundation for the CTGR to have essential in-home connection to the internet without cost. Owning the spectrum and also knowing what would be required are good first steps that have now set the community up for success in future network needs.

Access to internet is becoming an essential need and this project lays the groundwork to make that possible.
