Abstract: Digital Learning, Literacy, and Access is a key focus of the Maryland State Library to ensure that Marylanders (youth and adults) from all cultural, geographic, and economic backgrounds have the opportunity to learn how to become technology creators rather than just consumers. Education, programming, new digital products, and innovative learning spaces provided Marylanders the opportunity to expand their knowledge and experiences with digital tools and technology. Programs included: Technology Education, Technology Training, Exploration Commons, Collaborative Competition, Traveling Tech Learning Lab, SimplyE, E-Rate, as well as several Technology Lending grants.

Title: SimplyE
Narrative: This project continues the deployment of the Library Simplified app (also called SimplyE) statewide to enhance service as part of Maryland's Digital eLibrary. SimplyE works with content from many vendors, allowing all content owned by an individual library system to be accessed in one place. The app is easy for users to set up, requiring only a library card (rather than creating accounts with vendors), and easy to use. It is branded as a Maryland app, with our own library logos, putting libraries in the foreground as the true content providers rather than commercial vendors. A developer was engaged to deploy the app for the eight participating libraries and to improve the app for a better user experience.

Activity Details
Title: TechEd in Maryland
Narrative:
The lending library was active except during the phases of the Pandemic when either the library was closed for the staff or the state’s ILL delivery service was shut down. In addition to continuing statewide lending of technology items to libraries, we added AV gear that library systems borrow to create virtual and hybrid programs for their customers.
Funds from this grant support the Make-IT Place, and have added many new modules and groups. It was used by new staffing groups as well as the Entrepreneur Academy – a joint endeavor between the Baltimore County Public Library and the Enoch Pratt Free Library. During the Pandemic the library was able to leverage the platform to provide training materials and virtual programming ideas to libraries statewide.
The library explored new options for the MISTY robot, bought professional-level digital production equipment and software to libraries statewide, and continued to use the AR platform we rolled out with last year’s grant funds. The interactive AR panels on display in public parks and other places received over 5,000 views.

Activity Details
Title: Collaborative Competition II
Narrative:

From January through March 2020, Frederick County Public Libraries (FCPL) offered a series of programs focused on digital collaboration and social interaction for teens in Frederick County. Using the popular gaming titles, Fortnite and Garageband, FCPL worked to empower teens to come together in a digital area while developing much needed “person-to-person” social connections in a physical library space. FCPL’s goal was to offer teen programs driven by teen interest, furthering FCPL’s strategic goal to “spark excitement,” and introduce new visitors to other library services.

Narrative:
E-Rate is the federal program that reimburses schools and libraries for internet access. This grant provided a statewide E-Rate consultant who held regular trainings, managed a listserv, and answered questions from Maryland public libraries on the subject of E-Rate.

Activity Details
Title: Technology Lending
Narrative: Three library systems designed technology lending programs to meet the needs of their library customers.

Calvert Library has circulated wifi hotspots since 2018 and used the funding from this grant to purchase Chromebooks and hotspots for patrons without computers or internet access. Having devices with wifi hotspots made internet connectivity more attainable for library patrons and for students attending school virtually or completing homework.

This program was created by the Western Maryland Regional Library to purchase wifi hotspots and chromebooks for lending to help bridge the digital divide. The Chromebooks and hotspots were packaged for easy and safe carrying into protected backpacks.

This Queen Anne County Library grant provided funds for the purchase of much-needed wifi hotspots in this rural region of Maryland. This was such a well-received program the library system will be purchasing more wifi hotspots in 2022. Patrons used the wifi hotspots for homework, research, and browsing the internet.

Title: Mobile Access Van
Narrative: Charles County Public Library (CCPL) used these funds to purchase the equipment needed to transform the current Outreach Van into a Mobile Access Van. The library purchased an internet hotspot (Cradlepoint), a tactical case (Plumcase), and a year of Wi-FI access. This internet hotspot had the capability to provide up to 100 people internet access at one time. The internet connection also allowed for the library to take the van into communities and have a secure internet connection to provide access to the ILS system to check out materials, issue cards and other library functions. This equipment allowed CCPL to service underserved communities throughout Charles County.

Title: Community Wifi - Talbot
Narrative: In this LSTA-funded project, the best locations were analyzed and determined for placing community wifi extenders in a rural location of Maryland on the Eastern Shore. Two locations at two different library branches were selected for the most need of public wifi. All equipment was less than $5k per item. Additional funds were used to purchase Kajeet hotspots for lending.

The Maryland State Library took measures to maintain consistent, in-person and virtual E-Rate training for public libraries in Maryland. Additionally, MSL has developed a communication system that will help library system directors become more familiar with the E-Rate system and to keep up with important deadlines. While some Maryland libraries choose to not participate in E-Rate, having a more coordinated system for training and communication will have tangible and trackable payoffs in the future.

E-Rate is a complicated system, especially for smaller library systems with less staff. Having access to professional consultants, a listserv, regular training, and a coordinated communication system all create a sturdy scaffolding that libraries can use to build on.
