Abstract: In response to the Covid-19 pandemic, the CNMI State Library (CNMISL) transformed library programs and services in FY 2020 by developing and supporting early literacy, children’s teens, and adult literacy programs and services. CNMISL conducted the following free programs: free community cultural classes; in-person and virtual hybrid Story Times in English and our native language, Chamorro; Motheread/Fatheread CNMI Adult and Children's Classes;  Pacific Collection virtual Cultural Corner; family literacy classes; National Library Week celebration literacy events; 1,000Books Before Kindergarten; Game Day; Summer Reading Program; 2020 Book-a-Treat; ukulele classes; Anniversary celebration (Adopt a Doll Program, Celebrity Story Time).

Title: 2021 Collaborative Summer Library Program
Narrative:

From June11 to July 31, 2021, Joeten-Kiyu Public Library distributed more than 477 freePackages to Go which included distributing over 1,908 S.T.E.A.M. learningactivities, supplies, and a Reading Passport to families of the 2021 SummerReading Program on Saipan, Tinian, and Rota. Families visited the library andchecked out award-winning books — Newbery, Caldecott Honor books, Coretta ScottKing books, books turned into movies, AV2 Enhanced Media books, virtuallearning resources available from our website, www.cnmilib.org — Gale Cengage,EBSCOhost, and Baker & Taylor Axis 360 e-books, and so much more! Familiesenjoyed the self-paced learning, Package to Go, onsite activities, books/e-books, and virtual learning resources available to keep them actively learningand engaged throughout the summer.

Onsiteactivities consisted of Saturday Celebrity Storytime featuring the followingspecial guests: local author and navigator Lino Olopai, 2021 Summer ReadingProgram Leader Sponsor: Bank of Guam, and community partner Saipan Cares forAnimals with Executive Director Beth Pliscou along with Bazzie andfriends.  A special book launch and readaloud from the Lady Diann Torres Foundation in partnership with the Girl Scoutsof the Northern Mariana Islands and Stellar Marianas for the children’s book“Kareran Sirena” tinige by Serenity Fujihira, Emma Sablan, and Ariah Villagomezand guided by Miss Marianas 2019 Shannon Sasamoto.

Meanwhile,Virtual Storytime featured U.S. Fish and Wildlife Service Brown Tree SnakeCoordinator Trey Dunn and local bee keeper Angel Hart Cabrera of Angel’s HomeGarden. Children and Teen onsite S.T.E.A.M. activities included “How to MakeGoo,” “How to Make Ice Cream in a Bag,” and “How to Tie Dye a Shirt.” Thissummer, Teens participated in virtual Reading Challenges through Niche Academy,book reviews, volunteer opportunities, and writing events available atwww.cnmilib.org

TheBookmobile Outreach Services continued promoting the Summer Reading Programwith Package to Go at the Fernando M. Benavente Memorial Library located in SanAntonio from Aug. 3 to  28, 2021. Biba,Bookmobile!

Title: Ukulele Class
Narrative:

CNMI provided community Beginner and Intermediate Ukulele classes  to children ages eight years or older and adults. The total cost for eight class sessions is $50. Ukulele classes are held at Joeten-Kiyu Public Library in partnership with ukulele instructor Larry Lee and his children. The CNMISL also lent out free ukuleles to participating children who did not have one available. Participants learned how to read music, play songs, utilize the library's resources, and make new friends.

Title: National Library Week (April 04-10, 2021)
Narrative:

National Library Week (April 4- 10, 2021) is a time to celebrate our nation's libraries, library workers'contributions and promote library use and support.  The theme for National Library Week 2021 is"Welcome to Your Library." During the pandemic, JKPL continued toexceed the communities' demands and adapt resources and services to meettheir users' needs during these challenging times. Whether people visit inperson or virtually, libraries offer endless opportunities to transform livesthrough education and lifelong learning. 

Activities included the following: Prayer for libraries and library workers; Proclamation signing at the JKPL for National Library Week, National Library Workers Day, National Bookmobile Day; Roadside waving; Bookmobile virtual slideshow; Amnesty Day; Free Library Card Replacement Day; and Edible Book Contest.

Title: 2020 Book A Treat
Narrative: CNMISL in partnership with numerous government and nongovernmental organizations, sponsors, donors, hosted 1st Annual Community Book-a-Treat event which included a haunted house, children's library maze, virtual contests (Best Face Mask and Best Costume), partnership station, distributed books and face masks to the community. 

Bookatreat was a 3 day spooktacular trick or treating community partnership event which over 1,141 participants.

Narrative:
This month-long celebration held in December every year celebrates the Joeten-Kiyu Public Library-CNMISL when it was opened on December 19, 1991. From author talks,  virtual read alouds, free books, open house, read aloud and craft activities, Toys for Tots distribution, raffle prizes, reading challenges, Whoville at JKPL; Adopt a Doll program, Applied digital skills class, celebrity read alouds, cultural read aloud, volunteer activities, Santa at the Library, and so much more!

Title: Motheread/Fatheread CNMI Family Literacy Classes
Narrative:

The Motheread/Fatheread program is a nationally-acclaimed family literacy program that combines the teaching of literacy skills with child development and family empowerment challenges.  The program is designed to provide parents with the skills necessary to build their children’s reading and critical thinking skills. The training uses books from the permanent Motheread collection housed at the Joeten-Kiyu Public Library and includes discussion questions and activities to foster creative thinking and problem solving skills.  The Council established the Motheread Program in the Commonwealth in 1998 and has administered the program over the past twelve years in partnership with the Joeten-Kiyu Public Library and the CNMI Public School System. Family Literacy classes include an Adult Course and a Children's Story Exploring class.

Skills acquired during the course cycle will enable parents to effectively use the power of stories and literature to:

  • Improve their children’s academic skills such as listening, speaking, reading, writing, comprehension and critical thinking.
  • Increase children’s interest in asking questions.
  • Create an early positive experience with books.
  • Strengthen family bonds, communication and relationships.
  • Help parents value and establish reading as a prime activity.
  • Enhance parents’ own reading skills.
  • Increase parents’ patience with their children.
  • Help parents become reading role models for their children.
The Motheread/Fatheread CNMI Program conducts outreach  after-school family literacy classes to the CNMI Public Schools on Saipan, Tinian, and Rota.

Title: Children's Virtual Read Aloud and Story Time
Narrative:

In response to Covid-19 pandemic, the CNMISL transformed Toddler and Children's Read Aloud Craft activity by partnering with the Northern Marianas Humanities Motheread/Fatheread CNMI, First Lady Diann Torres Foundation, Friends of the Joeten-Kiyu Public Library, and CNMI Public School System created Virtual Read Aloud and continued with Storytime at the Library.  During this event, CNMISL followed social distancing measures by limiting and incorporated movement, exercise, singing, cultural literacy, virtual read aloud, and learning Packages to go  in the Children's Library. Special guests included Elmo and cookie monster costumes and greeted patrons. The CNMISL also distributed free meals to go for participating children. 


Virtual Read Alouds were conducted by the following:  Read Aloud with the Judges U.S. District Court Clerk of Court/Magistrate Judge Heather L. Kennedy and Chief Judge Ramona V. Manglona; National Library Week Storytime with local author Franicia Tomokane; Chamorro Cultural Storytime with Library Director Erlinda C. Naputi, etc.

Narrative: In response to the Covid-19 pandemic, the Bookmobile adhered to statewide governmental rules and regulations by following health and safety measures when conducting outreach to our most underserved communities on Saipan.

Title: CNMI Cultural Corner
Narrative: CNMI Cultural Corner is the CNMISL's use of social media (facebook and instagram) to share items (books, artifacts, author talks, etc) from the Pacific Collection. Cultural Corner spotlights Chamorro , Carolinian, and Micronesian books and pictures and shares these important historical information with the CNMI community.  This is ongoing and is spearheaded by the Pacific Librarian, who also conducts interviews with native Chamorro and Carolinian people about history and special events pertaining to the CNMI, and shares their written responses online.
