Abstract: Washington State Library manages the Anytime Library consortium. This consortium is made up of a group of smaller libraries and systems for the purpose of buying and sharing ebook and audiobook content. 

In March 2020, we also launched SimplyE WA. this allows all libraries in Washington State to implement the SimplyE app for their patrons. Using LSTA funding, Washington State Library is committed to paying for all implementation and hosting costs for partner libraries until March 2023 through our implementation partner LYRASIS. Seven library systems have been implemented and are on the cusp of making their SimplyE instances live: Anacortes, Asotin, Bellingham, Everett, Kalama, Walla Walla Rural, Whatcom County.

Books were purchased focused on Northwest History that are available to Washingtonians from the WSL collection via in-person or through ILL.

Activity Details
Title: SimplyE Implementation
Narrative:

After LYRASIS was awarded the contract to implement and host SimplyE for Washington libraries, we began recruiting early adopter libraries. Currently there are seven libraries that have been set up in test: Anacortes, Asotin, Bellingham, Everett, Kalama, Walla Walla Rural Library District, and Whatcom County. At the end of the award period these libraries remained in test mode due to development delays from New York Public Library (NYPL), which created and manages the SimplyE app. Overdrive audiobooks were not yet available through the app, and this feature is deemed a requirement before libraries can go live with SimplyE. We expect this to happen in FFY 21 Q1. 

In support of this program, the Washington State Library purchased 8,118 ebooks with the most liberal licensing that can be used in any library's SimplyE collection.

Title: Anytime Libraries
Narrative:

Member libraries of the Washington Digital Library Consortium make their own purchase selections to build the Washington Anytime Library collection, frequently spending beyond designated annual collection allocations. Using funding provided by the participating libraries, additional copies of popular titles are purchased weekly to maintain a set holds-to-copies ratio, and expiring licenses are replaced as needed.

In May 2021 DPLA and Amazon signed an agreement to make Amazon-published titles available for libraries through the DPLA Exchange (now Palace Exchange). In support of the Palace Project (formerly SimplyE) implementation in Washington, WSL purchased the first available Amazon titles in order to set off the statewide Palace Project collection from a standard Overdrive collection.

In FY 2022 we expect a lot of excitement and uptake to the newly re-launched Palace Project in the state.

Exemplary NarrativeThe Knight Foundation-backed Palace Project has a chance to really change how public libraries deliver ebooks and other digital material to their patrons. It will allow for libraries to be once again be in control of the user experience for ebooks without having to get locked into one vendor's app.
