Abstract: The Michigan eLibrary (MeL) is the State of Michigan’s digital library. MeL contains subscription content (eResources) that covers a wide range of topic areas meeting the needs of different library patrons: general interest (such as auto repair and genealogy, etc.), preK-12 educational, academic educational, allied health, business, reference eBooks, test preparation for GED, college entrance exams, and licensing & certification tests, career preparation and workforce skills building.

MeL’s eResources are available to all Michigan residents at no direct cost to them wherever they have Internet access. MeL works with Michigan’s libraries to help them 1.) effectively use the eResources and 2.) understand the importance of these eResources for their patrons. MeL is a program of the Library of Michigan.


This project includes database access; training and support for public, school, and academic libraries; eLibrary web site development and design; seamless access to individual documents through link resolver software, and instructional materials design.

Title: Michigan eLibrary Website Development and Maintenance
Narrative:

The Library of Michigan contracts with Gravity Works, a web development company, for graphic design, development, programming, and aspects of site maintenance for the Michigan eLibrary.
Gravity Works provides graphic design, programming, accessibility audits, and training. They have a team of project managers, programmers, and designers who have been permanently assigned to MeL.

This year, we relied on their expertise on three web sites. Their graphics staff maintained our brand standards across the three Library of Michigan web applications, including MeL, that they work on while keeping new materials fresh and innovative. The other two web applications are Ready to Read Michigan and LM Digital. Gravity Works also brings accessibility and user experience expertise to each project. In the summer, Gravity Works published a new Staff section for MeL.org that delivers the MeL Maven Badge, a six-part experience that teaches Information Literacy and eResource skills to Michigan library staff.

Working with MCLS and other vendor staff also necessitates project management software, especially with remote work. The Michigan eLibrary website at MeL.org uses the LibGuides platform as a content management platform for the website design that provides direct links to the MeL eResources and well as training and support materials and resources for educators and library staff members. LM staff also work with staff members at the Midwest Collaborative for Library Services, who provide statewide support to library for MeL. The team members at the two organizations use Wrike, a project management software, to maintain the work across the two organizations and the staff members involved in the project.

Title: MeL Database subscriptions
Narrative:

The Library of Michigan funds the licensing of subscription resources made available through the Michigan eLibrary, MeL.org, the statewide virtual library serving all Michigan residents and libraries of all types. The resources are available at no cost to the users and library organizations and can be accessed at any time online with an Internet connection. Geo-IP authentication can be used to ensure all users in the state can access without barriers.

The database content includes Britannica, PebbleGo, Gale, and WorldBook. Two Britannica databases, Britannica Fundamentals and Britannica School were acquired to support early literacy, homework help, and general research needs of K12 students and educators. Three Gale resources were licensed to supportK12, general business and public library research. Demographics Now is a business database with demographic data, Opposing Viewpoints in Context provides different point of view for K12 research to help develop critical thinking skills, and the Gale Virtual Reference Library provides a collection of general reference books on topics such as education, history, law, environment, science, religion and more. Capstone's PebbleGo modules, Animals and Social Studies were acquired to provide early literacy resources including read aloud narration, pronunciation tools and vocabulary building for early learners. The two Capstone resources increase reading materials both in classrooms and at home.  Three World Book resources were acquired to support the K12 learners and include World Book Early Learning, World Book Kids and a Spanish language resource Enciclopedia Estudiantil Hallazgos.

EBSCO A to Z is a listing of periodicals and MARC records to support the use of the subscription resources in the Michigan eLibrary. MeL users access this data to find alphabetical listings of periodical title and date coverage from the MeL website.

Title: MeL Resources consulting
Narrative:

The Library of Michigan provides technical support for the library use of MeL databases. The purpose is to ensure effective use of the subscription content of the eLibrary.

Midwest Collaborative for Library Services (MCLS) provides technical support for MeL's subscription (database) content. The most common issues reported involved access to one or more databases which was often, but not always, IP-related. A wide range of other questions were dealt with. These included, but were not limited to, acquisition of MARC records, direct URLs, database content and statistics. Help desk questions were answered, on average, within 3 working days.

In the past year, MCLS handled 472 MeL eResources-related support tickets. To reduce the need for support tickets whenever possible, MCLS staff have made the MeL eResources statistics available via the MeL support webpages. The dramatic rise in virtual education resulting from COVID-19 closures made remote access to educational materials increasingly important.

MCLS also did a focused project on authentication issues for the MeL databases this year

Title: MeL Resources training
Narrative:

The Library of Michigan provides training on a wide variety of topics for public, school, and academic libraries and schools. The purpose is to keep libraries and schools informed on effective use of the MeL resources.

Midwest Collaborative for Library Services (MCLS);; provides training for MeL's subscription database content. Topics include how to use and access the eResources, tips and tricks, and further support information. MCLS had a focus on training the K-12 community with the training specialist for K-12 educators and librarians. These presentations were virtual and in-person at school districts prior to theCOVID-19 closures. Finally, there are eight on-demand courses for MeL are offered via EduPaths, a way for educators in Michigan to get professional development. These courses require users to register with EduPaths and they can be taken on demand any time.

Specific classes were:

MeL Business Basics - 60 minute virtual introduction to the MeL business eResources to help small business owners and entrepreneurs grow their businesses (35 total attendees, administered 1 time); MeL eResources for Public Libraries - 90 minute in person demonstration of how to navigate and search within the most popular MeL eResources for public libraries (4 total attendees, administered 1 time); Introduction to MeL eResources - 60 minute virtual introduction to MeL including the MeL library staff page and navigation of a few popular eResources (9 total attendees, administered 1 time); MeL Basics - 60 minute virtual demonstration of the content and features of several MeL eResources, including programming ideas to support their use (13 total attendees, administered 1 time).

Title: MeL Training and Marketing materials
Narrative:

In 2021, building on providing more online training for library staff, LM developed the MeL Maven Badge course The MeL Maven Badge is a six-part, asynchronous online learning experience. 

The Badge’s goal is to alleviate training stress for library directors and provide easily accessible information literacy and eResource learning for front line staff. The Badge bakes professional skills-building into this training and uses narrative to model behavior and set aspirational goals for learners in training environments. The course includes 15 original short animations.

The Badge models a service standard with real-world reference situations like solving a Pinterest fail, providing research services for the city’s 5-year-plan to create a more walkable community, and locating historical data for the DDA about parking meters. The MeL Maven Badge is freely available at https://mel.org. In under a month, the MeL Maven Badge became the third most viewed online learning content provided by LM to Michigan library staff.

LM also contracted for graphic design for topical social media graphics, training materials, a virtual bookbag and informational handouts that were distributed to public libraries and school districts. The materials distributed included a youth programming guide, an adult programming guide, a promotions toolkit with information on how to use the social media graphics to promote MeL materials, a literacy training infographic, and an educational bookmark on information literacy. Printed samples were mailed and all materials are available electronically on the MeL site.  

These materials were developed during the year and as of yet, LM does not have outcome data for the use of them

List any important outcomes or findings not previously reported:
MeL.org provides subscription content from over 80 eResources and 6 content providers. More than 28,546,115 retrievals were made using the resources during the reporting period an increase from the prior year. When surveyed, 96% of library staff strongly agree or agree that they are satisfied MeL eResources are meeting the needs of their library and 94% of them strongly agree or agree than using the MeL eResources has helped improve library services to the public. Library staff report that users are pleased and surprised by the content available to them via the MeL databases. Patron stories include finding users conducting repairs on their vehicles using Auto Repair Center and users finding peer reviewed journal articles for maintaining safe library spaces and communities during COVID. The MeL site was accessed over 250,000 last year. Libraries often link directly to the databases on their site, so this is use focused outside of libraries - either by the public or by the K-12 community. The statistics for the 3 main sections are Educators - 53,301; Kids - 171,417; Library Staff - 23,657.
Please briefly describe the importance of these outcomes and findings for future program planning:
MeL eResources provide a great cost savings to libraries and the ability for all libraries to provide a baseline of general online resources no matter a libraries location or budget continues to be important across the state where libraries have significant demands on their budgets. The importance of having high quality, reliable online information available during the pandemic continued to be an important factor in the services of many libraries that were either closed or had reduced services available to their users.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
Continued increases in training for library staff to better understand the content provided in MeL.org will be an ongoing need. Investment in e-content for residents continues to be a need as demand for online services increases. The ability to better track information is a goal for the project and investments for better authentication and data gathering for usage by library users is needed to help understand the changing needs of the users and how libraries can support them at the local level.
