Abstract: The Montana State Library offers consulting services and training opportunities to public librarians and trustees in order to help them respond to the needs of their local communities, improve the leadership skills of directors and board members, improve the library’s financial situation, grow local government relationships, collaborate with colleagues statewide, and provide relevant library services in a rapidly changing, information rich world. The three Statewide Consulting Librarians help libraries at their point of need and are prepared to answer a variety of questions both virtually and in-person. During this period, Statewide Consulting Librarians traveled 4,415 miles to conduct site visits throughout the state. This number was significantly reduced due to COVID-19 restrictions, with many in-person meetings and activities changed to a virtual setting.

Activity Details
Title: E-Rate Consultation and Internet Speed Improvement
Narrative:
E-Rate is a federal discount program for telecommunications and internet services for schools and libraries. It provides discounts of up to 90% on eligible services and equipment, thus allowing libraries and communities to stretch their dollars and get more for less. One Statewide Consulting Librarian was tasked with assisting Montana public libraries with E-Rate by keeping library applicants apprised of deadlines and requirements, reviewing applications, serving as a liaison between USAC (Universal Service Administrative Company) and Montana library applicants, answering questions about the program, and providing training and one-on-one assistance as needed. This librarian helped 14 libraries file 18 funding requests during this reporting period for a funds committed amount of $31,494.03. 
In 2019, this Statewide Consulting Librarian also assisted a private vendor with completing the Toward Gigabit Libraries Internet 2.0 Toolkit for every public library and branch in Montana. MSL worked with Simmons University in Boston to do an in-depth analysis of this data. The resulting report and data visualizations helped guide efforts to assist libraries with their internet needs. The beginning steps have been taken to improve broadband by upgrading public library networking equipment and cabling. $650,000 of American Rescue Plan Act (ARPA) funds are being allocated for this project. Approximately 30 libraries will be upgraded. The State Library has hired a contractor to complete site assessments, recommend equipment, work with a cabling contractor, and install equipment. Each library site is unique, so their equipment and cabling needs will vary. The main goal of this project is to improve Internet access for the public by increasing Internet speeds at the library and improving Wi-Fi/wired network reliability.

Title: Mobile Hotspots and Mobile Device Service for Libraries
Narrative:
MSL continued to manage its mobile hotspot and device program for libraries across the state. These devices provide vital internal access to Montanans who may otherwise be unable to do everyday activities such as complete schoolwork, file online forms, or simply enjoy streaming content. Hotspots and devices were deployed to participating libraries, and MSL tracked usage, managed maintenance issues, and answered questions from the libraries about the program. During this reporting period, 89 libraries participated in the program. The 959 hotspots distributed across the state circulated 7,278 times and more than 550,000 GB of data were used.
Overall circulation and data usage for this program has continued to increase and is expected to continue to increase.

Title: Public Library Statistics Preparation and Outcomes Communication
Narrative: The public library statistics collection and reporting process remains an important annual event. The Data Coordinator worked with libraries to collect and review statistics, with assistance from the Statewide Consulting Librarians as needed. Staff answered questions from libraries, developed training documents, and uploaded the statistics to the Institute of Museum and Library Services. The Data Coordinator also maintained the interactive dashboard to report public library statistics dating back to 2007. This dashboard allows libraries and their boards to review their statistics, compare themselves to other libraries, and analyze any deficiencies that need to be addressed.

Title: Support for Libraries
Narrative:
Statewide Consulting Librarians assisted libraries with a variety of questions and issues throughout the reporting period. Most of the consulting questions were about local Montana library issues. The other popular subject areas were technology, finance, library laws and operations, and personnel. COVID-19 impacted the kinds of consulting questions that were received. Most of the library operations questions were about when to close, when to open, how to safely open the library, and other issues related to providing library services during a global pandemic.
Statewide Consulting Librarians hosted and/or attended board meetings during this time, and made 30 site visits where they discussed a wide range of topics with library directors and board members, and also conducted 56 consultation sessions with library directors and staff.

In the past year, the Consulting Librarians reported that 36% of their interactions helped the library director or board solve a problem. 23% of the interactions helped the library implement best practices and 23% involved giving the library information about MSL services. Like much of the nation, Montana has seen a change in personnel due to resignations or early retirements. This change is reflected in the work of the consultants through more mentoring and support for new library directors.
Please briefly describe the importance of these outcomes and findings for future program planning:
As communities in Montana reflect many of the challenges that are seen nationally, we will probably continue to see more frequent director and staff turnover in libraries. This means we will need to continue to develop resources and training for these new directors. The consultants will need to be proactive in contacting these new directors.

Exemplary NarrativeMontana public, school, and academic libraries are circulating mobile Wi-Fi hotspots to their patrons to increase internet access at home or wherever internet access is needed. MSL provides the devices and pays for unlimited mobile data plans. Montanans report using the hotspots to attend school and complete homework, apply for employment, keep informed of current events, complete government forms, access health information and telehealth information and more. This has allowed users across the state to keep in touch and receive vital information, increasing user quality of life. Users have provided feedback such as - "Thank you for making the mobile hotspots available. We used it to live stream my uncle-in-law's funeral. He passed away unexpectedly and lots of family and friends were unable to travel to Butte for the service. With the hotspot we were able to share those moments with them even though the church did not have wifi. Thank you." - "It is a much needed service for those that do not have the service. It helps with job hunting, house hunting and learning about all the county has to offer at all levels." - "It was so great to be able to borrow the hotspot when we went on vacation to a remote area. We were able to utilize the hot spot to keep our children entertained during the long car ride. Once we reached our destination, which did not have cell service, we were able to utilize the hotspot to look up information, check in with family, etc. This is a great service to have access to!"
