Abstract: The Workforce Partnership Initiative (WPI) provided resources, training, networking, and support for public library staff in the cohort of California public libraries identified as having a willing partner in their local Labor and Workforce Development Agency office.
This project was designed in partnership with the California State Labor and Workforce Development Agency. In order to prevent a duplication of services, nine library jurisdictions and partner local workforce boards came together to share resources, work together on job/career fairs, and develop potential ways to work together, such as co-locating workforce resources in libraries, tracking referrals between agencies, and creating an asset map of other workforce resources in each community. 

A large focus of the project was sharing information between organizations and staff learning and growth in the area of workforce development as a core service of public libraries.

Title: Staff Training and Cross Training of Library & Workforce Staffs
Narrative: Staff training took two forms: training of library staff on workforce resources within the library, such as JobNow and VetNow and training of other municipal agencies on resources and services available at the library. These trainings served to educate all parties on available resources in hopes of eliminating duplication of services. All trainings were remote due to pandemic restrictions.

Title: Job-Career Resources
Narrative: Libraries purchased employment-related print, audio, and electronic materials to enhance and expand access to collections that focus on career related subjects, such as job searching, interview skills, resume building, and career development. Chromebooks for the public to check out were provided to support users' job searching process.

Activity Details
Title: Job and Career Resource Fairs
Narrative: In-person and virtual job fairs connected interested participants with potential employers while resource fairs offered resources available at both local libraries and workforce agencies. Some of the fairs offered interview practice/mock interviews, resume review, and application assistance. Others featured library and workforce resources, demonstrating online resources and tools.
One Career Exploration Workshop focused on activities for families. While adults could explore online tools for career opportunities and job-related technology resources and information on local in-demand industries and occupations, younger family members were introduced to skills that can lead to career success and job satisfaction. Most fairs appealed to adult job seekers, but some targeted young adults just entering the workforce or people in low-income areas with high rates of unemployment. 

County departments, nonprofits, colleges, job corps, apprenticeship and vocational training programs as well as foster care and homeless support organizations helped reach out to the job seeking community at the resource fairs.

Activity Details
Title: Work Readiness/Job Preparation/Career/Job Skills Programming
Narrative: Workshops geared to help the public increase their job skills and improve job searching skills and included topics such as resume building, interviewing skills, Microsoft Suite skills (Word/Excel/LinkedIn), job resources and searching, strategies for finding jobs in a competitive job market, finding meaningful work and career success, and navigating the process to apply for government jobs. While most programs were geared toward adults in the general population, some programs were focused on particular audiences, such as, veterans, young adults, foster and homeless youth, immigrants, refugees, decarcerated individuals, homeless individuals, and drug-addicted job seekers. 

While many of the programs offered help in building skills of job seekers, some emphasized improving writing and communication skills or how to start a business.

Building relationships between libraries and workforce boards increased access, information exchange, and reciprocity of effort in working toward the goal of getting services and resources to jobseekers. Libraries and workforce boards that met regularly had better results than those whose communication was limited. Attendance at the Community of Practice monthly meetings was also an indicator of engagement and participation. Finding the right people to connect with at the partner agencies was also key.
Please briefly describe the importance of these outcomes and findings for future program planning:
In this pilot year, LSTA funding was available to participating libraries, but the workforce boards did not have an equivalent program. Several of the workforce boards were unsure about the partnership and questioned the value- some even going to so far as to feel threatened by the library work being done in the workforce area. By developing relationships, cross-training, attending the meetings and trainings provided at the Community of Practice meetings, these barriers were broken down. Libraries and workforce boards discovered any duplication of services and could see how other resources and services enhanced each others' efforts.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
One of the most important elements of success was the introduction of resources to the partner agencies. Once library staff understood what workforce boards do and for whom, and once workforce board staff understood what libraries do and provide and for whom, the partnership could begin in earnest. Libraries provide resources, space, tools, and support in hours not available to the workforce boards, which enlarged opportunities for jobseekers.

Exemplary NarrativePartnering with the local workforce boards increased library staff knowledge and increased the value of public libraries for the California State Labor and Workforce Development Agency (LWDA). The aspect of the project that was most beneficial was the exchange of information related to resources. This created the most engagement with partners, prevented duplication of services, and demonstrated the value of public libraries in the area of workforce development, career development, and job seeker support in a variety of areas. The California State Labor and Workforce Development Agency has indicated a desire to scale the project up to include all LWDA offices in California (44 in all).
