Abstract: This project delivered the resources and services of state government's main public research library in order to meet the information needs of the people of California. Working with California libraries statewide, the California State Library provides support to California's entire information network through reference and referral services; access to, preservation of, and enhancement of specialized collections; interlibrary loan; document delivery; government information services; and consultation upon request.

Title: Reference Services
Narrative: Answered subject/reference questions submitted by members of the public and employees of California state government. These questions were submitted in person and via web forms using the AltaRama reference tracking system, RefTracker as well as telephone, email, internet, postal services, and fax. The library also participated in the 24/7 legal reference services.

Narrative: Provided library materials to Californians across the state via interlibrary loan. Also provided photocopies and other format reproductions, and digital files of articles and documents (digital preferred) in lieu of lending physical materials through interlibrary loan.

Narrative: Acquired and added materials to the collections of the California State Library that support statewide information services, particularly in the area of government information. The government information services of the State Library connect all residents of the state with information on the activities of the federal and state governments, government-funded research, and e-government services, leading to a better-informed populace, and enhancing government transparency.

Title: Creating Original and Enhanced Catalog Records
Narrative: Added original and enhanced catalog records to OCLC's WorldCat for California state government tangible and electronic publications. Classified California state government publications according to the California documents classification system. California's 103 California document depositories (includes public, academic, legal, and special libraries) depend on the California State Library's cataloging and classification records to add cataloging records to their own catalogs and to classify their receipts of the California documents they receive from the Office of State Publishing or directly from state agencies.

Due to COVID-19 related building closures, in-person reference requests were not a possibility between March 20, 2020 and September 2020. However, because of increased availability online, the drop in reference services was not significant for more than a one month period. Despite much of the year being greatly impacted by a pandemic, the library's services were still much in demand.
Please briefly describe the importance of these outcomes and findings for future program planning:
Consistent usage numbers and complexity of reference questions received indicate the continued value of this project to the people of California.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
Service fulfilment is still possible during a pandemic-induced building closure. Services continued for Interlibrary Loan, Reference Services, and similar. Response times were also remarkably resilient even when staff were not in the normal workspace during stay at home orders and Californians continued to reach out to the library for assistance.
