Abstract: The Arizona State Library awarded 19 Collections And Programming (CAP) mini-grants to 17 public and school libraries. These awards of $4,000 each were used to expand collections for a target audience and to increase access to those collections through programs. The primary purpose of CAP mini-grants is to provide resources for community members with defined needs such as at-risk children, the aging population, people having difficulty using the library, and others targeted in the LSTA priorities.

Title: Enhancing Collections in Arizona Libraries
Narrative: Seventeen Arizona public and school libraries used LSTA funds to enhance their collections and improve access to information for underserved communities. Projects included modernizing a midle school's non-fiction collections; expanding Spanish-language materials in all formats; creating book talks in a juvenile detention center; increasing the number of books and films by and for members of the Navajo Nation; supporting art and content creation; providing new large print books; introducing multimedia books for children; and purchasing materials to augment English as a Second Language and citizenship classes.

When the COVID-19 pandemic caused almost all public libraries in Arizona to close their physical doors, in-person programs were cancelled as well. However, 95% of survey respondents Strongly Agreed or Agreed that they learned something from participating in the programs that were held prior to March 2020 or that were held virtually after the doors were closed. Here are a few highlights from various CAP projects: Participants in the Cochise County Library District's English for Spanish Speakers workshops were very excited about the expanded collection of Spanish language materials, particularly the English Language Learning resources and the bilingual materials for children. Overall, the enhanced collections were appreciated by library patrons. From an adjudicated youth in the Flagstaff Juvenile Detention Center: “Reading helps me to calm down and stops me from thinking about certain things that stress me out.” In Show Low, 105 VOX books purchased with LSTA funds circulated 1042 times. This was an average of over 80 check-outs per month, a significant circulation for a small rural library. The Parker Senior Center partnered with the Parker Public Library and sent this email: "Thank you for having the Mobile Library at the Parker Senior Center! The clients love being able to get a book and have lunch at the same time! It is also helpful for the clients that don't drive and are dependent on others for a ride to have the convenience of the mobile library." From the Maricopa Public Library sensory backpack project: "I work with a child that is on the spectrum. All the sensory materials have ben very useful for him. His favorite thing is the (weighted) lizard, it helps to calm him. The wedge cushion has helped him to stay in his seat to do pencil work."

Despite the challenges halfway through this grant cycle, community members still benefited from library services delivered virtually, curbside, and by appointment.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
Projects that were designed to serve community members with differing functional literacies were hardest hit by the COVID-19 pandemic. Gaps in digital access were revealed, making communication through social media and email problematic for some. Scottsdale's lessons learned represent a number of library staff's experiences: "Expectations for this project shifted rapidly with the advent of the COVID-19 pandemic. Programs and presentations planned for Spring and Summer 2020 were cancelled. Programs for the targeted audience also proved to be very difficult to transition to a virtual format, which offered the insight that digital literacy for this population and multi-lingual communication by the library will be key factors in serving this population in the future."
