Abstract: This project administered, managed, supported, and provided online library services to Pennsylvanians, especially targeting users of public and school libraries. The project ensured that all Pennsylvanians could easily use library resources from their home, office, or school computers from anywhere in the world. POWER Library services included:

-  Statewide Online Catalog and Interlibrary Loan Management System: Provided access to library collections at more than 1,400 school, public, post-secondary, and special libraries (such as State Correctional institutions) in Pennsylvania and made the lending and borrowing of library materials possible via interlibrary loan management software
-  POWER Library E-Resources: Provided factual, high-quality online research and online learning resources to all Pennsylvanians -- students, teachers, parents, employers, etc.
-  PA Photos and Documents: Provided storage and online access to digitized historical documents, images, videos, and audio recordings from Pennsylvania libraries and cultural institutions, including the PA Historical and Museum Commission
-  Chat with a Librarian: Provided library users with live chat reference services 24-hours-a-day, 7-days-a-week from their home, office, or school computer or mobile phone
-  Librarian Training, Technical Support, and Service Coordination: Provided libraries with the training and technical support needed to offer POWER Library services to the public

Title: POWER Library Training and Support for Libraries
Narrative:
These classes ensured librarians and teachers would be proficient in how to use POWER Library resources - statewide catalog and interlibrary loan system, chat reference services, online reference databases, and how to scan and use digitized resources - in order to show students and the general public how to use them. Trainers used a combination of online documentation, in-person or webinar events, and online recorded videos.  This mix of methods responded to the diverse schedules and often limited availability on the part of librarians and teachers.

Activity Details
Title: Chat with a Librarian
Narrative:
This activity guaranteed that Pennsylvania residents have the ability to chat with a librarian online 24 hours a day, 7 days a week with the POWER Library service: Chat with a Librarian.  Administration of the program includes staffing, training, scheduling and monitoring the quality of chat sessions provided.    Thirty-six Pennsylvania public and academic libraries staffed the Chat with a Librarian service in 2019.  

During the past fiscal year, the Question Point software was purchased by Springshare, and is now presented as LibAnswers software. Due to the migration occurring in June 2020 June statistics were incomplete, but In FY 2019 over 84,000 questions were answered in over 36,000 sessions.  

When working and learning is taking place from home, as it was in 2020, adults and children benefit from having access to a librarian. A typical user comment: "Since my library is closed I can ask and right away a librarian comes along. It is also a very nice feeling that you are talking to someone while in quarantine."

Title: Statewide Online Catalog and Interlibrary Loan Management System
Narrative:
The ACCESS PENNSYLVANIA statewide online catalog serves the public, librarians and inmates in state corrections institutions.  Known in the POWER Library as "Books, Movies and More" it includes records from public libraries across the state, saving over one million dollars in purchase costs annually. The public may browse the statewide catalog collection of over 8 million titles of physical and electronic materials available from public, academic, special collection and high school libraries.  Librarians use the statewide catalog to request interlibrary loans for titles not available in local or system collections. The statewide catalog also serves as a large repository of cataloging records. Pennsylvania experienced a statewide stay-at-home order starting in March of 2020 and libraries were mostly closed through June.  As a result, all interlibrary loan activity came to a halt for a period this year because staff were not able to retrieve titles from library collections.

Title: PA Photos and Documents
Narrative:
The POWER Library PA Photos and Documents service is an online searchable archive of scanned images and documents representing the rich history and cultural heritage of Pennsylvania. It supports the needs of students by offering primary source materials that support reports and homework assignments.  Nearly 2 million pages of scanned content are searchable by subject or contributing institution.  PA Photos and Documents collections are harvested for inclusion in the Digital Public Library of America (dp.la), making them available for viewing from a national archive. The PA State Archives also participates in the POWER Library, posting collections from over 33 state departments including Agriculture, Education, Health, and Justice. 

In 2019, the POWER Library digital archives continued its migration to a new software platform, using the opens-source Islandora.  By June 30, 2020 all collections were migrated from the previous system.  The location remains the same however, and the archives are available at https://powerlibrary.org/collections/.

Title: Access to E-Resources
Narrative:

The POWER Library provided subscriptions to 28 online databases with thousands of full-text periodical articles, newspapers, photographs, pictures and maps to support the informational, educational, financial and personal needs of Pennsylvania citizens.  In 2019, The POWER Library added two e-resources for DIY repair: Auto Repair Source and Small Engine Repair Reference Center. These resources were searched by users over 41 million times, and over 8 million items were viewed. Approximately 25% of K12 schools have access to POWER Library e-resources only.

Title: POWER Library Website Administration and Technical Support
Narrative:
The POWER Library portal is designed to be a one-stop location for online library services available to all residents of Pennsylvania. The URL www.powerlibary.org connects users to Books, Movies and More (the statewide catalog), Chat with a Librarian (24/7 virtual reference), e-resource subscriptions for personal, educational and business use, and PA Photos and Documents, a digital archive of materials by, for, and about Pennsylvania.

To respond quickly to COVID-19 conditions, in 2019 HSLC updated the Find a PA Library tool.  This is a lookup that allows residents to enter a Pennsylvania city or zip code, and receive a list of public libraries that are closest and their status as re-opening plans proceeded.  For example, a library user could learn whether his or her library was closed, or had re-opened book drops, initiated curbside pickup, or offered computer reservations. In another pandemic response, over 300 copyright-free titles were added to the For Librarians section which enabled librarians and teachers to select children's books for online read-aloud activities (such as Story Hour) without violating copyright restrictions.

By leveraging the state's buying power, POWER Library was extraordinarily cost-effective, saving school districts and public libraries an estimated $164 million in individual institution costs each year. POWER Library E-Resource Train-the-Trainer workshops at five in-service days for teachers in the economically-distressed Philadelphia School District had a dramatic impact on students' and teachers' use of the online reference resources. The school district had a 1700% increase in the number of student views for e-resource reference content, going from a total of 15,000 views in 2017 to over 280,000 views of content in 2018. Because many libraries can not afford to hire companies to digitize important local history resources, the POWER Library program provided options for libraries to scan their own local history collections on-site. A budget-friendly list of affordable scanning and conversion equipment (less than a $500 investment) was developed, along with written and video documentation for setup and use. This allowed libraries to scan their own local history materials, and to offer the same service to the public.
