Abstract: "[W]ithout practice students lose reading skills over the summer months and children from low-income families lose the most." (Research in Brief - How to Make Summer Reading Effective from National Summer Learning Association). There are an estimated 806,199 children and teens (ages 5 to 19) in Virginia (Weldon Cooper Center for Public Service). In a 2014 Census Brief, it was noted that school populations in Virginia are expected to increase,but…"By 2018, 40 percent of Virginia public school enrollment will be in Northern Virginia, compared to 30 percent in 2000. Overall, in the rest of Virginia, public school enrollment will decline, with the largest decreases outside of Virginia’s Urban Crescent due to low birth rates and few families moving to these. . . .School boards and division leaders may need to consider eliminating selected programs and extracurricular activities, or closing or merging schools. Each program or sport eliminated risks creating a gap in educational quality between population-and resource-rich urban schools and those in rural communities – at a cost to the Commonwealth overall ”(https://tinyurl.com/w9swbc2).
According to America After 3PM, in 2014, 18% of Virginia’s children were alone and unsupervised between the hours of 3 and 6 p.m. These children were unsupervised after school in 2014 for an average of 7.73 hours per week. Most surveyed parents agreed that after school programs can help excite children about learning, help children gain workforce skills, and can help reduce the likelihood that youth will engage in risky behaviors.

For these reasons, the Library of Virginia coordinates and supports summer reading programs and supports learning inside and outside of the classroom.

Activity Details
Title: Nature Backpacks
Narrative:

The Library of Virginia supports informal learning with a collaborative project with the Virginia Department of Conservation and Recreation and the Science Museum of Virginia. The project provides nature-themed backpacks designed to help families, Scout groups, homeschoolers and other groups explore nature and learn science concepts while visiting a Virginia State Park. Ideally four backpacks would be placed in a library branch and be checked out for at least two weeks using a Virginia Public Library card.

We have placed 816 Nature Backpacks in 213 libraries across Virginia. Efforts were made to inventory current backpacks and consolidate the contents so there is one uniform type of nature backpack for all participants. Materials were also purchased to expand the program with additional backpacks.

Funds were expended for replacement and new backpacks and materials in this ongoing program as well as curriculum cards for inclusion.

We request patrons using the Nature Backpacks to complete exit surveys. Below are results of these surveys from October 1, 2018 to September 30, 2019.

Title: STEM Kits
Narrative: The Library of Virginia with the Science Museum of Virginia has created 30 STEM Kits for placement in Virginia public libraries. There will be four different kits: chemistry, botany, astronomy, and maker. The chemistry and botany kits were completed and distributed.

Grant monies funded the kit supplies, curriculum creation, and instructional videos.

Activity Details
Title: Summer Food Program
Narrative: The Library of Virginia partners with the Virginia Department of Education to encourage Virginia libraries to participate in the Governor’s initiative to end childhood hunger in Virginia, especially during the summer months. To assist with this effort, the Library of Virginia partnered with No Kid Hungry to target specific areas with the greatest needs, and provided promotional and support materials, including a marketing plan.

A webinar, It's Showtime (and Lunchtime!) @ Your Library, was offered March 29, 2019 with presenters Sue La Paro, Library of Virginia, Maggie Parker, Child Nutrition Program Specialist with the Department of Education, and Sarah Steely, No Kid Hungry Program Specialist. Library spotlight participants were: Jennifer Brown (Suffolk), Beverly Blair (Lynchburg), and Jolyn Bullock (Louisa).

For the past 2 years, No Kid Hungry HQ has organized a nationwide "Summer Meals Heroes" contest, hoping to generate grassroots recognition of outstanding partners in their respective communities. While there are only 5 "official" winners, all nominees are placed into the Hall of Fame and celebrated on social and local media.

Virginia had the most nominees of any state. Nominated were Jennifer Brown with the Suffolk Public Library, as well as Stephanie Dove, the Loudoun Public Schools team member who organized the large kickoff event at the Sterling Library.

During the summer of 2019, 62 libraries officially participated as "Summer Meals sites." A group of libraries also partnered with sites to provide mealtime enrichment activities, but we do not have exact numbers.

Narrative:

The eBooks subscriptions with EBSCO were continued. With collections specifically for early literacy and K-12 users, there is greater inclusivity of content for school research, recreational reading, and media consumption. A description follows below.

The subscriptions were funded with grant money.

K-8 Collection

This collection includes e-books for K-8 students and the educators who work with them. It offers a cost-effective way for libraries to provide educators with full-text e-book coverage to support their curricula, and is a great complement to other elementary and middle school e-book and database resources.

The eBook K-8 Collection contains more than 13,000 titles chosen to support a quality learning experience for K-8 students across all subject areas taught in elementary and middle schools, and content aligns with Common Core Curriculum Standards (for participating U.S. states). The collection also features a selection of teacher resources to support educators and administrators.

eBook High School Collection

Designed specifically for high school students and educators, this collection offers an easy, cost-effective way for libraries to provide full-text e-book coverage that aligns with their school’s curricula, as well as complement other e-book and database resources from EBSCO.

This package contains more than 10,000 e-books that support a quality learning experience across all academic subject areas, including history, language, literature, science and technology. Content includes a selection of classic literary works, important historical documents and general reference materials. The collection also features a selection of teacher resources to support educators and administrators. Titles align with Common Core Curriculum Standards (for participating U.S. states).

eBook Cricket Media Collection

The eBook Cricket Media Collection includes more than 400 titles in e-book format and is suitable for Children grades Pre-K through 8th. Cricket is an internationally recognized education company with award winning print content for children, families and educators. Cricket is focused on engage children in a wide variety of subjects and disciplines helping them explore and expand their worlds.

Title: Flow Circus - Fail Better: Skill Toys for Teens
Narrative:

Research and experience reveal that resilience, grit, and growth mindset play a critical role in student success, but how can you help empower tweens/teens with these skills? Flow Circus is a full day training that introduces skill toys - a playful tool for encouraging tweens/teens to shift mindset and see “failure” as an opportunity for learning and growth.

The first half of the day focuses on getting comfortable with skill toys like spinning plates, yo-yo, and kendama. The instructors modeled how to take a mindful approach to dropping, learning, and facilitating. The second half of the day took participants through a number of challenges and programming ideas for connecting skill toys to STEAM, Summer Reading Program, and other common themes.

20 public library staff took advantage of this training.
