Abstract: The purchase of the Nevada Career Explorer (SaaS) allowed NSLAPR to helped connect Nevada library patrons with career information and reference resources to prepare for employment or career advancement in Nevada’s eight (8) priority industry sectors.  Maintenance, product training (online) and help-desk technical support were included. Library card validation and custom reference  materials were used in marketing and career awareness/work readiness workshops.  Further in the predevelopment phase of a proof of concept project with the College of Southern Nevada work included leveraging the NV Career Explorer to expand a workforce development pilot project focused on hemodialysis.  The predevelopment work defined how  360 ̊ immersive video and access to virtual and augmented reality (VR / AR) STEM content would allow prospective students to see if the Diagnostic Services Career Pathway was a good fit. Further, if a prospective student enrolled in the CSN program from links in the NV Career Explorer, the library resource would become direct classroom support to the CSN dialysis technician classroom curriculum. This phase of the project’s maturity aimed at understanding a process to execute the pilot and determine feasibility to increase employment in one of Nevada’s key workforce sector s (healthcare) through CSN’s hemodialysis technician certification program.

Title: Nevada Career Explorer Database
Narrative: The Nevada Career Explorer links various education and training providers and accelerates learning approaches with modularized courses, prior learning assessments and helping patrons integrate their basic skills to cut the time it takes to help workers explore career pathways and prepare for careers. 

Also, coordinated career navigation services help patrons access career guidance and financial, academic and personal support to help them complete studies and find a job. Through acquisition of this content all Nevada public libraries can offer education in soft skills, offer small groups of job seekers to meet regularly to share experiences and contacts – benefitting from peer support, can provide patron support filling out applications and resumes and find out about training and career opportunities. Further libraries can host job readiness events, curate collections and merchandise information kiosks throughout the library regarding priority occupations in Nevada, and share news about new Nevada industries. 

A total of 20,909 Nevadans accessed the Nevada Career Explorer and 8,100 new accounts were created. 132 individuals accessed formal training sessions.

Title: Nevada Career Explorer Project, Phase 2: Expansion to Northern Nevada
Narrative: Beginning in 2017 services provided by the Southern Nevada Workforce Connections were co-located at ten (10) of the 25 public libraries in the region. During that time NSLAPR’s library development work included using Library Services Technology Act funds to provide the career information database, Headed2 (aka Nevada Career Explorer), as a linchpin tool to the pilot. This added value to this co location partnership and  better support public libraries’ role in facilitating workforce development within their communities, in helping librarians understand the broad industry mix of the regional economy and related critical occupations (supply and demand) and advanced the “big idea” of the first of its kind in the nation demonstration project being deployed in southern Nevada. 

Libraries included in phase 2: Beatty, Carson City, Churchill County, Elko-Lander-Eureka Counties, Esmeralda County, Humboldt County, Lincoln, Lyon, Mineral County

The second phase of this project provided the Nevada Career Explorer to all Nevada public libraries a similar solution to the previous seamless  programs and services set up in Southern Nevada. The Nevada Career Explorer includes career information, education, training, and supportive services to help librarians connect jobseekers with employment opportunities.  For job-seekers using a public library card as the key identifier, access to the Headed2 career information database, its software services and research is made available statewide. This promotes quality career guidance services that can lead citizens toward opportunities for quality, middle-class employment.

Fourteen libraries were included in phase 2. Libray Planning and Development staff held frequent consultations/check-ins with phase 2 staff to check for understanding and answer questions.

Title: Workforce Dialysis Proof of Concept Project Plan
Narrative: During a two-day exploration and planning session between the College of Southern Nevada, the Nevada State Library, subject matter experts and industry partners it was determined how to advance a  proof of concept project focused on leveraging customized and curated library resources. Specifically to measure:

1) The extent to which engagement with STEM virtual reality, 360 video and computational assessment modules embedded within a career information (SaaS) database (CID) affects patron career information literacy, and may advance the number of Nevadans seeking training for jobs in priority industries; and

2) When library professionals are part of workforce ecosystem that guides career exploration and planning, can Nevadans more readily understand career pathways that culminate in strategic personal career plans; and

3) Recognizing some learners may need to see, touch and do a few times before understanding a STEM skill or concept and others may have to see, touch and do many, many more times to understand the same STEM skill or concept, the planning session focused on understanding the value of the combined library resources to advance individualized, self-paced learning in STEM jobs and skills. This was a particular focus because science, technology, engineering and mathematics (STEM) concepts are abstract. Essentially, the planning aimed at how to make the neighborhood library a self-paced, self-directed, immersive/3D learning center focused on Nevada’s priority industries and most in demand jobs; and

4) Solicit survey information from the project partners to determine if the program met their expectations and contributed to the goals of their agencies.

Activity Details
Title: Workforce Conference Presentations
Narrative: During the American Library Association annual meeting and the National Association of Workforce Investment Boards' annual meeting, information about library resources that combine the Nevada Career Explorer (CIS, a SaaS), computational thinking instruction, 360 video and virtual reality STEM content was presented. Audiences learned how individuals can explore industry sectors and career pathways at the library.   Through a specific example project with the College of Southern Nevada, workforce development professionals learned how virtual reality (VR) offers cost-effective immersive experiences for people to explore health-care career opportunities. The information sessions allowed audiences to imagine experiencing the daily routines of a dialysis technician by stepping inside a VR dialysis lab to understand the day in the life of staff and patients. The inclusion of immersive learning to accurately convey the STEM skills requirements needed and connect with workforce training provider(s) was considered an effective and powerful method of career exploration. 


Also from showing how custom “Promoted Pathways” curriculum can be added to the CIS to promote targeted STEM industries and occupations, the CSN proof of concept project demonstrated how career seekers can explore the Medical and Clinical Laboratory Technician occupations, understand related labor market skill requirements and how to connect directly to training/certifications. 

Leveraging emerging technology and library services, workforce development professionals learned about the importance of advancing career literacy through shoring up links between education, employment and career knowledge in a seamless experience amplified by 3D tools.

Using the Nevada CareerExplorer CID, patrons can navigate career opportunities using custom filters, such as education and experience requirements, average annual wages, industry sectors and career clusters. In addition, careers can be identified by most employment openings, highest wages and fastest growing. Career planning tools are accessed via an individualized digital personal portfolio, including resume and cover letter builders, and personal interests/experience assessments. The CID is engineered to provide the most appropriate research experience to patrons, skills built include: launching simple searches that quickly deliver relevant results including occupations, college majors, industry certifications, postsecondary institutions and employers; easy-to-browse categories including industry sectors, career clusters and career pathways; occupational overviews that provide a starting point for career research; personal assessments to determine career information needs

Career navigation skills empower individuals to understand and take action on labor market information that affects their career paths. This literacy allows them to obtain meaningful employment, advance in a career and make successful transitions to a different career field when necessary. The Nevada CareerExplorer CID is more than a collection of career research databases, it is demand-driven career exploration platform that enhances the patrons career literacies and navigation skills - providing both the knowledge and skill to make informed career decisions. This is especially important as more than 60% of Nevada's middle class jobs require skills and abilities obtained after a high school graduation and before earning a two year degree.
Explain one or two of the most significant lessons learned for others wanting to adopt any facets of this project:
Through powerful library networks and extended reality technology and content, Nevada’s state library is helping to lead workforce development through programs and initiatives that are meaningfully linked into statewide and local workforce ecosystems. In fact, we’re engaging partners and developing programs that leverage LSTA and WIOA goals, together. Behind the Nevada Career Explorer’s interface are some of the most extensive career databases available today, including a range of self-assessments from O*Net, over 900 occupations, real-time job listings from direct employers, certification and graduate education profiles and more. And, from advancing the idea to leverage 3D learning, accessed through the SaaS. In the proof of concept project library patrons will get robust career exploration support and additional practice with specialized resources, curated and customized to support success in a Nevada priority industry. This is particularly helpful to existing business who want more for employees that is not necessarily for college credit, but is practice based and off the clock. And can lead to national industry recognized certifications and credentials. The library as a central location to leverage its technology and special programs, and exposes patrons to design and experimentation, fostering focused but informal STEM learning and exposure to extended reality (XR) environments: virtual, augmented and mixed reality.

Through strategic coordination and collaboration efforts between the State Library, the State Council on Libraries and Literacy and Nevada public library systems a unified “plan” for workforce development in Nevada’s priority industries and in-demand occupations is evolving to support formal education, One Stop career centers, the Governor’s Office of Economic Development, the Office of Workforce Innovation, the Office of Science, Innovation and Technology and the Department of Employee Training and Rehabilitation. Through respective agency resources and expertise stronger coordination is being achieved. Thus the level of effort to coordinate with state agencies will be amplified.
