Abstract: "Without practice students lose reading skills over the summer months and children from low-income families lose the most." (Research in brief -How to Make Summer Reading Effective from National Summer Learning Association)

There is an estimated 1,581,610 children and teens (Ages 5 to 19) in Virginia (Weldon Cooper Center for Public Service). In a 2014 census brief it was noted that school populations in Virginia are expected to increase, but…"By 2018, 40 percent of Virginia public school enrollment will be in Northern Virginia, compared to 30 percent in 2000. Overall, in the rest of Virginia, public school enrollment will decline, with the largest decreases outside of Virginia’s Urban Crescent due to low birth rates and few families moving to these... School boards and division leaders may need to consider eliminating selected programs and extracurricular activities, or closing or merging schools. Each program or sport eliminated risks creating a gap in educational quality between population-and resource-rich urban schools and those in rural communities – at a cost to the Commonwealth overall. According to the survey "American After 3PM" 24% (311,585) of Virginia's K-12 youth are responsible for taking care of themselves after school. These children spend an average of 9 hours per week unsupervised after school. "Parents of non-participants [in after school activities] believe that their children would benefit most from after school programs in the following ways: by having fun, receiving academic enrichment, improving social skills and workforce skills and staying safe and out of trouble. For these reasons, the Library of Virginia coordinates and supports summer reading programs and supports learning inside and outside of the classroom.

Activity Details
Title: Nature Back Packs
Narrative:

The Library of Virginia supports informal learning with a collaborative project with the Virginia Department of Conservation and Recreation and the Science Museum of Virginia. The project provides nature-themed backpacks designed to help families, Scout groups, home schoolers and other groups explore nature and learn science concepts while visiting a Virginia State Park. Ideally four backpacks would be placed in a library branch and be checked out for at least two weeks using a Virginia Public Library card.

We have placed 816 Nature Backpacks in 213 libraries across Virginia. In the image located at http://www.lva.virginia.gov/lib-edu/LDND/nature_backpacks.htm, the blue images are the libraries that began participating in 2016 and the yellow represent the libraries that began participating in the 2017. The trees represent Virginia State Parks.

We request patrons using the Nature Backpacks to complete exit surveys. Below are results of these surveys from the beginning of the program to the present.

I think the materials resources and services provided by the library are very useful hands-on learning tools. 88.3 % strongly agree and 11.2% agree

Title: STEM Resource Hubs
Narrative: The Library of Virginia with the Science Museum of Virginia has placed Science Resource Hubs in Virginia public libraries.

Our partnership with the Science Museum of Virginia continued with an MOU in place to create STEM Science Resource Hubs for Virginia public libraries. We partnered with the Science Museum of Virginia to host a STEM training session in Richmond on January 3, 2017 and another on March 16, 2017.

Activity Details
Title: Summer Food Program
Narrative: The Library of Virginia partners with the Virginia Department of Health to encourage Virginia libraries to participate in the Governor’s initiative to end childhood hunger in Virginia, especially during the summer months. To assist with this effort, the Library of Virginia partnered with No Kid Hungry to target specific areas with the greatest needs, and provided promotional and support materials, including a marketing plan. The marking plan was unveiled during a webinar offered March 23, 2017, and hosted by No Kid Hungry. Featured were three public librarians (Wayne Crocker, Director at Petersburg Public Library, Teresa Cann, Children’s Librarian at Central Rappahannock Regional Library, and Cassie Boyd, Branch Manager for the Mecklenburg County Public Library). Sarah Steely, No Kid Hungry, and Brett Mitchem at the Virginia Department of Health also participated. We also worked with SoHo Foundation to provide books to libraries that participated in the program. In 2014 there were 8 libraries that provided enrichment activities with existing sites or served meals and snacks at their library. Narrative: Annually, the Library of Virginia through its Library Development and Networking Division supports the Summer Reading Programs inVirginia's public libraries with manuals and promotion materials.

The Library of Virginia is using an open source software program “BookPoints.” for keeping track of the Summer Reading Program statistics. The Library of Virginia provided face to face training to library staff, online training, and print training materials. We also required all the participating libraries use Basecamp to share badges, ideas and issues.

Activity Details
Title: Winter Reading Program
Narrative: The 2017 Winter Reading Program featured artwork from the book When the World is Ready For Bed by Gillian Shields and illustrated by Anna Currey. The program is designed for children from birth through 5 years of age, and gives libraries an opportunity to showcase the important role they can play as facilitators of early literacy development for families and caregivers with infants and preschool aged children. LVA provided the following supportive materials to 49 libraries:

We request patrons using the Nature Backpacks to complete exit surveys. Below are results of these surveys from the beginning of the program to the present. I plan on sharing information I know about available materials resources and services provided by the Library with family and friends. 85.4% strongly agree and 14.1% agree I think the materials resources and services provided by the library are very useful hands-on learning tools. 88.3 % strongly agree and 11.2% agree I learned something new while using the materials resources and services provided by the library. 71.9% strongly agree and 27% agree
