Abstract: "Without practice students lose reading skills over the summer months and children from low-income families lose the most." (Research in brief -How to Make Summer Reading Effective from National Summer Learning Association) 

There is an estimated 1,581,610 children and teens (Ages 5 to 19) in Virginia (Weldon Cooper Center for Public Service).  In a 2014 census brief it was noted that school populations in Virginia are expected to increase, but…"By 2018, 40 percent of Virginia public school enrollment will be in Northern Virginia, compared to 30 percent in 2000. Overall, in the rest of Virginia, public school enrollment will decline, with the largest decreases outside of Virginia’s Urban Crescent due to low birth rates and few families moving to these... School boards and division leaders may need to consider eliminating selected programs and extracurricular activities, or closing or merging schools. Each program or sport eliminated risks creating a gap in educational quality between population-and resource-rich urban schools and those in rural communities – at a cost to the Commonwealth overall. According to the survey "American After 3PM" 24% (311,585) of Virginia's K-12 youth are responsible for taking care of themselves after school.  These children spend an average of 9 hours per week unsupervised after school.  "Parents of non-participants [in after school activities] believe that their children would benefit most from after school programs in the following ways: by having fun, receiving academic enrichment, improving social skills and workforce skills and staying safe and out of trouble.  (Virginia After 3PM, 2009) 

For these reasons, the Library of Virginia coordinates and supports summer reading programs and supports learning inside and outside of the classroom.

Title: Nature Back Packs
Narrative:

The first Public Libraries and STEM conference was held in Denver, Colorado, August 20–22, 2015. Participation was limited and by invitation only. Using the research and best practices presented at this conference, and consultation with staff at the Georgia Public Library Services, the Library of Virginia, Virginia Department of Conservation and Recreation and the Science Museum of Virginia collaborated to create and place up to four Nature Backpacks in 135 public libraries to be loaned to library patrons who have a library card.  The Backpacks contain a free state park pass, self-guided activities, field guides, and tools to study and understand the natural world.  Materials were selected by the Virginia Department of Conservation and Recreation and supported with IMLS funds (FY 2015). Volunteers from CarMax were recruited by the Science Museum of Virginia to assemble and package the Nature Backpacks for mailing by the Library of Virginia in February 2016.

Library of Virginia staff cataloged the Nature Backpacks. The cataloging data was given to the libraries and posted on the Library of Virginia’s Virginia Public Libraries Extranet, along with what it would cost to replace missing items.

The state park passes were mailed to libraries once the libraries confirmed that they had received the Nature Backpacks that were mailed to them.

The Department of Conservation and Recreation served as the lead agency in promoting the Nature Backpacks. After a review of the evaluation a Memorandum of Understanding (MOU) has been signed by all agencies to continue and expand on the project in 2017 with a survival theme backpack.  We also agreed to have the libraries inventory their current backpacks and replaced worn materials.

Title: STEM Resource Hubs
Narrative:

To provide STEM related activities and resources to communities with limited science related resources (i.e., quite a distance from the Science Museum of Virginia), the Science Museum of Virginia, with funds from Institute for Museum and Library Services, in 2014, created 6 Science Resource Hubs, which contain resources and materials to support several science related activities.  The hubs are intended to be used by the hosting libraries to support STEM and enhanced activities in area libraries and communities.  The Science Museum of Virginia presented STEM workshops which focused on using the resources in the science hubs for the host libraries area schools and community organizations and nearby libraries.  

In addition the Science Museum of Virginia sought and received grant funds to work closely with Richmond Public Library,Chesterfield County Public Library and Powhatan County Public Library. Each of these three libraries received a Science Resource Hub, as well as training and additional support to library staff to provide STEM related activities. 

Based on these success in 2015 and 2016 12 additional science hubs were place in public libraries bringing the total number of libraries hosting STEM resource hub to 21  The Science Museum of Virginia hosted 7 STEM workshops, around Virginia in fall 2015, on how to use the new resources. Participants in the workshop will receive  the National Science Teachers Association series Picture Perfect Science Lessons” and a set of related picture books which support STEM activities

Title: Summer Food Program
Narrative:

The Library of Virginia collaborates with the Virginia No Kid Hungry campaign and Virginia Department of Health to encourage libraries to participate in the Summer Food Program.  We defined participation as serving meals or snacks in the library, taking a meal or snack to another site, or going to an existing summer food site and providing enriching activities. We consider public libraries as a partner as they have a history of providing learning activities and programs during the summer and the Summer Food Program helps ensure that children have the brain fuel to keep them learning and reading over the summer.  The summer food program is a USDA funded program; it provides free meals to children and teens that meet guidelines.  Most common guidelines are for areas where the school provides free and reduced lunches for 50% or more of the students.  When we began this program in  2014, eight libraries participated. In 2015 the program was expanded and 28 libraries participated in the summer food program.  This summer, 62 libraries participated in the summer food program. Activities
The brochure “To Be Well Read. . . Must be Well Fed,” based on Hunger Solutions New York brochure, was created for the Virginia’s public libraries. 

Using the report “Food Deserts in Virginia:Recommendations from the Food Desert Task Force” (http://www.agriculture.vsu.edu/files/docs/vce.pdf), we identified area of food insecurity and cross matched the areas with public library service areas.  We then confirmed with the Virginia No Kid Hungry office and the Virginia Department of Health those library systems that would qualify to serve as sites according to the USDA Summer Food Program.Dr. Treadway, Librarian of Virginia, then sent letters and the “To Be Well Fed”flyer to library directors whose libraries participated in the program in the summer of 2015 and the libraries we identified that might serve as new sites.Letters were followed up with emails and phone calls.  

Virginia No Kid Hungry hosted a webinar on March 18, 2016 for Virginia’s public libraries and featured Lisa Hicks(Allegany-Highland Regional Library), Amber Lowery (Roanoke Public Libraries),Janet Boucher and Karen Barley (Blue Ridge Regional Library).

We partnered with the SoHo Center to provide books to use in programs or to expand services to libraries who participate in the summer food program.  We also sent a set of food magnets, healthy meals baskets and movement activity mats to each library participating in the summer food program.

Library staff made a presentation at the National No Kid Hungry Conference in Washington D.C. November 12, 2015; Virginia No Kid Hungry Conference in Richmond, December 11, 2015; and National No Kid Hungry webinar on Best Practices on July 11, 2016.

The Library of Virginia co-sponsored a program at the 2016 No Kid Hungry Virginia Summit in Blacksburg, September 21 and 22.  The panel included Karen Barley from the Blue Ridge Regional Library.

Title: Summer Reading Program
Narrative:

Annually the Library of Virginia through its Library Development and Networking Department supports the Summer Reading Programs in Virginia’s public libraries with manuals and promotional materials. 

We contracted with Evanced Summer Reader to provide an online registration and tracking system through September 30, 2016.  At the same time, we worked with the California Library Association to develop a new online system for our summer and winter reading programs.  BookPoints is an open source software program.  BookPoints includes gaming elements and badges to encourage learning.  The software allows for a community-based approach to the reading programs by awarding badges and/or activity points for participating in library and community events and programs. 

We worked with six libraries (Chesapeake Public Library System, Colonial Heights Public Library, Handley Regional Library, Newport News Public Libraries, Portsmouth Public Library and Radford Public Library) to test and further develop the BookPoints software program.  Included in the software development are pre-reading and post-reading quizzes taken from the past Virginia Standard of Learning (SOL) reading comprehension test and provided by staff from the Virginia Department of Education.  We plan to use these tests to provide data that will show the local impact of the library’s reading program.  Training in BookPoints was offered to each of the libraries.  As this was a pilot program, the training was one on one, face to face or virtual using screen sharing.  At the same time, we fixed bugs and provided customized features and set ups. 

Evaluation

Between 2013 and 2015 the Library of Virginia, with the cooperation of the Virginia Department of Education, commissioned a study on the impact of the Virginia public libraries summer reading programs in Virginia.  The study involved 4,598 participants in 92 library sites across Virginia.  The study closely matched children and teens who participated in the summer reading programs and those who did not and then compared reading scores.  In all areas of the Standard of Learning (SOL) tests for reading, children and teens who participated in the summer reading program scored significantly higher in reading than their peers who did not participate in the summer reading program. In tracking the participants and nonparticipants for two years, we noticed that participating in the summer reading program had a positive impact on student achievement by preventing learning loss even two years after participation.  The study also concluded that summer library reading programs may serve as an alternative avenue to close the achievement gaps between minority groups and nonminority peers.  With the assistance of Library of Virginia Graphics Department and Publications Department, we created an infographic of the study.  This infographic may be found at http://www.lva.virginia.gov/lib-edu/LDND/srp-impact/srp_infographic.pdfWe also printed the Infographic and shared the information in the Library of Virginia’s Broadside.  The study was also presented by the National Summer Learning Association in August at the Library Development and Networking Fall 2016 Youth Services Workshop.

Nature Backpack - we will be adding a new theme and expanding the program. STEM Resource Hubs - we will be expanding the program. Summer Food Program - we are encouraging more libraries to participate Summer Reading Program - the study is complete. We are in the process of developing local measurements and transforming to a summer learning program.
