Abstract:
Outagamie Waupaca  Library Service (OWLS) contributed to the WPLC/DLT million dollar e-content buying pool. OWLS contributed $44,082 to the buying pool; $ 37,785 from member library contributions and $ 6,297 from LSTA grant funds.

In May 2011 the Division for Libraries and Technology (DLT) sponsored a statewide E-book Summit. A major recommendation from the Summit was the need to establish a statewide digital content buying pool. In a follow-up action, a committee from the Summit and the Wisconsin Public Library Consortium (WPLC) set a target goal of allocating $1 million for e-books and audio book purchases. 

Starting in 2012, DLT committed $300,000 in LSTA grant funds for e-books with $700,000 being committed by the state's 17 public library systems and their member libraries. Each library system amount is based on a formula of current OverDrive e-book use and system population. For 2013, DLT committed $200,000 in LSTA funds. In 2014, DLT committed $150,000 in LSTA funds.

E-content was purchased through this project to support and encourage expanded availability to libraries and individuals statewide. Funds supported a funding model in close cooperation with the 17 public library systems,  385 public libraries, and LSTA funding.

Title: Outagamie Waupaca Library Service contributed the Digital Buying Pool
Narrative:
In 2014, a total of $754,490 was spent through the Wisconsin Public Library Consortium to Overdrive for the e-content. From this a total 14,695 titles, 40,819 copies were purchased by the Digital Buying Pool for statewide use.

The items in the digital library were selected by a team consisting of librarians representing each of the 17 systems and coordinated by a member of WiLS.  Oversight is conducted by both a steering committee of WPLC and the WPLC Board.  WiLS provides MaRC records for the materials chosen and shares them with the systems so they can include them in their ILSs.  Libraries promote the digital library and assist patrons with it along with assistance from their systems.  WiLS and the systems run reports on use of the digital library.

List any important findings or outcomes from your project:
Significant progress was made toward the purpose as many titles were added and there was a significant overall increase in usage. For OWLSnet libraries (including libraries of Nicolet Federated Library System that share an integrated library system with OWLS) overall usage went from 147,815 in 2013 to 192,538 in 2014. Specifically, the grant amount of $6,279 is estimated to have purchased approximately 292 copies with an average circulation of 5,402. The partners in this project include the libraries and library systems of Wisconsin. With the exception of WiLS and Overdrive (the provider of the content) there were no outside agencies.

Based on outputs, outcomes and/or other results, explain any significant lessons learned from these findings for either the SLAA or others in the LIS field:
The significance lies in the successful cooperation of the statewide consortium to purchase thousands of content for all library users in the state from Overdrive. It has been a very successful funding model and we do not think that public library users would have access to this content if they had to purchase it by individual library across the state. Member libraries provided members for the oversight committee and for selectors for the digital library. Systems allocated their share among themselves and their member libraries and provided staff to serve on the WPLC board, which provides oversight of WPLC activities, including the digital library. Library systems run reports for member libraries and enter MaRC records into their integrated library systems (ILS) for the items in the library. Wisconsin Inter-library Services (WiLS) manages the budget, the website, works with the vendor, and provides other assistance with the digital library as necessary. The significance here is that having a non-profit assist in a consortia arrangement of this type is very beneficial.
